An unidentified person is being sought after raw meat and mouldy food were scattered all over a towpath in Walton. In an image shared by Elmbridge Borough Council, a person can be seen dumping food at Cowey Sale.
The council says it's fly-tipping, and it happened on Tuesday (January 7) before 9pm. Citing danger to wildlife, it has asked for help to identify the culprit.
