As the Reserve Bank of Australia meets to discuss potential interest rate cuts, new research from the Productivity Commission revealed concerning trends characterising Australia’s housing sector, with the impact being felt across affordability and construction productivity. Key findings include: - Slower Construction: Australia is building half as many homes per hour worked as it did in 1995, with build times increasing dramatically in the last decade. Detached houses are taking 10.4 months to complete, up from 6.4 months. Townhouses and apartment blocks face even longer delays. - Declining Productivity: Productivity in housing construction has fallen by 12% over the past 30 years, while productivity in other sectors has surged by 49%. - Innovation Lag: Despite advancements in construction technologies, the sector has been slow to embrace innovation, from advanced building techniques to prefabrication. Attributing these findings to the complex, slow approval process, Productivity Commission chair Danielle Wood says cutting back on unnecessary regulation could improve productivity in home building and in turn increase the supply of homes, relieving pressure on the housing market – regardless of interest rates or costs. Further, Master Builders Australia CEO, Denita Wawn, also urges all levels of governments to address outdated regulations and encourage builders to adopt modern construction methods and resolve the housing crisis. Last week, the Woodbridge Project was featured in National Indigenous Times, as the residential housing complex for Aboriginal Elders was granted Development Approval. The 11-unit housing complex supports Noongar Mia Mia’s goal of providing homes for Elders facing financial and housing stress, and is a significant step forward to ensuring these people have access to quality housing that reflects their dignity and heritage. Comprised of seven two-bedroom and four studio units, the units will be delivered using the NXT® Building System, revolutionising housing standards for Aboriginal Elders. The two-bedroom units will feature open-plan living, a double-height void, and a second bedroom on the upper level designed to accommodate carers. We are looking forward to seeing the project through to completion, and the positive impact it will have on the Indigenous community. Last week, Prime Minister Anthony Albanese announced one of his first election pledges, promising a $626 million commitment to support apprentices with a $10,000 incentive. Recognising a severe shortage of skilled workers, the promise aims to retain tradespeople within the construction industry where financial pressures are crippling and push tradespeople out of apprenticeships. It seeks to encourage young people to pursue careers in the trades as Australia continues towards its ambitious housing target. While the initiative follows concerning figures released by the ABS demonstrating how far Australia is falling short of the housing goal to build 1.2 million homes by 2030, industry leaders remain sceptical of the practical impact the incentive will have in boosting housing supply in Australia and easing the housing crisis, noting that the chronic labour shortage is only one aspect of the wider problem. Australia is facing a major setback in meeting its ambitious five-year housing goals, with official data from the ABS showing the country is already over 15,000 homes behind target just three months into the National Housing Accord. According to the data, the pace of new construction – which saw 43,247 homes built in the first quarter – puts us on track to fall short by as many as 250,000 homes over the next five years. Key issues contributing to this shortfall include a lack of investment in apartments, rising building costs which has surged 44.1% in the last five years, and red tape and taxes. To hit the target, Australia requires urgent reform from streamlined regulations, to improved tax structures, and a focus on boosting the skilled workforce as well as leveraging construction methods. As Western Australia pushes to grow its regional workforce, one critical issue remain: housing. According to The AFR, while the state government has committed $145 million to build new homes for essential workers, and the opposition has pledged $100 million for housing infrastructure, regional and local leaders are stressing the need not just for a boost in quantity of housing supply but also quality of housing. They argue that poor housing conditions are making it difficult to attract and retain workers, especially in key sectors such as policing and education.
