The Institute for European Environmental Policy (IEEP) is the only Brussels-based think tank specialised in environmental policy and sustainability. Established in 1976, IEEP has advised generations of experts and policymakers since the very beginning of European environmental legislation. As an independent, unbiased, impartial, and evidence-based institute, we are committed to supporting organisations to better navigate the European environmental policy landscape and advance impact-driven sustainability policy across the EU and beyond. Our multidisciplinary team works with EU institutions, international organisations, academia, and civil society, providing integrated approaches and multiple perspectives across several research areas covering agri-food, biodiversity, land use, trade, climate and circular economy. IEEP is also the coordinator of many initiatives, such as the Think Sustainable Europe network and the Think2030 platform, through which it brings together stakeholders from think tanks, interest groups, and industry representatives across Europe with very different backgrounds. In addition, we coordinate the work of the Green Trade Network, the EU Wellbeing Economy Coalition, and the European Sustainable Agriculture Dialogue. IEEP is recognised for its thought leadership in many topics, such as the new vision for the CAP, and Introducing ETS to the agri-food sector. We also work closely with universities across Europe by providing them student placements on a regular basis.

Last week Elisabet Nadeu, our Senior Policy Analyst from the CAP and Food team, gave a lecture to students enrolled in the Sustainable Land Use course of the Copernicus Institute of Sustainable Development, Utrecht University. Using the Common Agricultural Policy and its environmental and climate objectives as an example, she shared insights on how to inform policymaking with scientific evidence and what it is like to work at the science-policy interface. She also discussed IEEP’s work in support of the Nature Restoration Law by providing scientific evidence to inform the debate. 🌽 Coordinated investments in scaling regenerative European agriculture Early this month, we partnered with OP2B, FoodDrinkEurope, LENs Company Ltd, EARA | European Alliance for Regenerative Agriculture, and the Forum for the Future of Agriculture to co-host a virtual roundtable on increasing public-private collaboration in scaling up regenerative agriculture across Europe. Policy, industry, research, and the farming community talked about the policies needed to accelerate the shift toward regenerative farming, explored how public-private partnerships can mobilise essential funding to help farmers make this transition, and addressed the key challenge of measuring and reporting the sustainability outcomes of regenerative practices. Promoting and developing a well-being economy 🌱 From 4 to 6 November, we were in Rome with the Green European Foundation at the 7th OECD - OCDE Forum on Wellbeing. Key takeaways: 🤝 We want to encourage policy discussions in Europe, promoting a strong EU framework for well-being. 📈 The EU has made significant progress toward a just and green transition, but a comprehensive approach to a well-being economy is still needed. At the forum, we engaged with peers to exchange ideas, learn from innovative global initiatives, and discuss the future steps for the well-being economy. 🙋♂️ 🙋♀️ Through informal workshops, we highlighted critical gaps in well-being narratives, ways to connect local and national well-being efforts, approaches for engaging diverse communities, and strategies for building effective networks among well-being practitioners. Together, we are creating momentum for a sustainable, inclusive, and well-being-focused future for Europe and beyond. Look out for our brief on the well-being economy in January! 🌲 Today, the European Parliament voted on the proposal from the European Commission for a delay of the EU Deforestation Regulation by one year. While this path should have been straightforward, the EPP Group in the Parliament chose to propose amendments to essentially water down the text of the Regulation. The one-year delay was adopted by MEPs, so were a large number of the amendments (including the creation of a 'no-risk' category) - meaning the co-legislators are back to negotiations. This risk to the entry into force of the #EUDR is critical, here is why ⬇ 1️⃣ Weakening EU's leadership on environmental issues The outcome of the vote may hinder the timely fight and urgency we face for protecting the world's forests. There is no time to waste in the fight against deforestation, and citizens expect a strong law. The EUDR is a landmark legislation in a global climate and biodiversity emergency. 2️⃣ Impact on stakeholders Companies have made efforts and investments to comply with the regulation, and large companies have called for the additional amendments to be rejected. The political turmoil may jeopardise investments made and creates uncertainty. 3️⃣ Legislative process In terms of implications for environmental policy, this vote on the amendments has created more issues and represents a dangerous precedent for other legislation that was agreed upon and approved being reopened at the last minute. The Conference of Parties - COP29 Azerbaijan starts today in Baku. Over two weeks, world leaders will come together to discuss and assess global efforts to advance the Paris Agreement which limit global warming to 1.5°C. #COP29 - whose theme is "In solidarity for a Green World" - should focus on climate action, financing the transition, sustainability, and global partnerships. 👩🌾 Policy coherence and innovation to drive the agrifood transition Last week, Melanie Muro participated in the Global Forum on Agriculture organised by OECD - OCDE to discuss the importance of policy coherence for Sustainable Agricultural Productivity. Here’s a recap of the discussion 👇 1️⃣ Public money should drive progress towards meeting specific objectives and targets of the agricultural sector. Over decades, the Common Agricultural Policy (CAP) has shifted from boosting food production to also supporting climate, environmental, and social goals. However, it has only made limited progress in making farming more sustainable. For better results, CAP reforms should go beyond just adding environmental requirements to existing payments. Public money should be directed to areas that need it most - for both environmental protection and supporting rural communities. This doesn’t mean completely changing how the EU currently supports farmers, but rather adjusting where the money goes. Instead of mostly giving payments based on the size of a farm, the idea is to focus more on supporting farmers who truly need it and to encourage environmentally friendly and resilient farming practices. To direct funds and to give farmers, businesses, and lenders the stability they need to plan effectively, we need clear goals for the agriculture sector, both for the near future and long term. 2️⃣ We need to create inclusive decision-making structures to develop adequate and socially accepted policies and solutions. This includes a stronger role for environmental and climate authorities. Coordination units with a concrete mandate and funding available for their work could facilitate such coordination at EU, national, and regional levels. 3️⃣ Balancing benefits and costs along the whole agri-food chain. Agrifood policy must move beyond farm-level interventions to address the whole food system, including supermarkets, food processors, and consumers. We need incentives for the adoption of sustainable practices and nature-based solutions and instruments to facilitate changes in what we eat need to be implemented simultaneously.
