The Caribbean and North Brazil Shelf Large Marine Ecosystems Project is a 6-year sustainable development project (2015-2021) funded by UNDP and the Global Environmental Facility (GEF) that aims to foster the implementation of an ecosystem-based management approach in the region in order to avoid a humanitarian crisis in the long-term. Main identified problems to tackle were: pollution, destruction of the natural habitat, overfishing and climate change. Beneficiary countries of the project include 26 independent States and 19 dependent territories, with a large number of Small Island Developing States among them. CLME+ partners are UN agencies (IOC of UNESCO, UNEP CEP, FAO/WECAFC), Intergovernmental Organisations (CRFM, OSPESCA, CARICOM and OECS), Universities (CERMES and GCFI), NGO (CANARI), and numerous other global, regional and local organisations. The objective of the CLME+ Project is to facilitate Ecosystem-Based Management and the implementation of the Ecosystem Approach to Fisheries in the CLME+ region, in order to ensure the sustainable and climate-resilient provision of goods and services from shared living marine resources.

The PEG is a cornerstone of the PROCARIBE+ approach, inspired by lessons from the CLME+ project. 🤝 It fosters collaboration among co-executing partners to ensure timely project implementation by collectively analyzing progress and tackling challenges head-on. Chet Greene, Minister of Foreign Affairs, Trade, and Barbuda Affairs of Antigua and Barbuda, signed the OCM MoU—bringing the total country signatures to 13.     We’re excited to share that at CBD COP16, Susan Gardner, Director of the UNEP Ecosystems Division, has officially signed the Memorandum of Understanding (MOU) that will create the Ocean Coordinating Mechanism (OCM) for the Wider Caribbean Region, in the presence of Patrick Debels, Coordinator of the PROCARIBE+ Project. This MOU marks the next chapter in a decade of collaboration to strengthen regional-level ocean governance. Through the Cartagena Convention Secretariat, UNEP has been a key partner in the Caribbean Large Marine Ecosystems projects (CLME, CLME+, and now PROCARIBE+), leading regional efforts for the sustainable management of marine resources. With the support of PROCARIBE+, the OCM will replace the Interim Coordinating Mechanism (ICM), created under the CLME+ project, expanding its membership to include States and Territories, in addition to the regional Intergovernmental Organizations (IGOs) with a mandate in ocean governance that were already members of the ICM. The OCM needs 17 countries and 6 IGOs to sign the MOU for it to become effective. So far, 12 countries and 8 IGOs have signed the MOU, demonstrating strong regional support for this initiative. This joint effort will promote regional coordination on marine ecosystem conservation and support a climate-resilient Blue Economy for the Caribbean, demonstrating UNEP’s and the Caribbean region's global leadership in response to growing calls for enhanced collaboration and coordination on marine issues.

  • 𝐔𝐍𝐃𝐏 𝐬𝐢𝐠𝐧𝐚𝐭𝐮𝐫𝐞 𝐭𝐨 𝐎𝐜𝐞𝐚𝐧 𝐂𝐨𝐨𝐫𝐝𝐢𝐧𝐚𝐭𝐢𝐨𝐧 𝐌𝐞𝐜𝐡𝐚𝐧𝐢𝐬𝐦 𝐌𝐨𝐔 𝐫𝐞𝐜𝐞𝐢𝐯𝐞𝐝! ✍ Michelle Muschett The Regional Director for Latin America and the Caribbean of the United Nations Development Programme (UNDP) signed the MoU to join the Ocean Coordination Mechanism for the Wider Caribbean Region. This brings IGO signatures to a total of 8 well past the minimum 6 IGO signatures needed for OCM activation. Only 5 more Country signatures are needed to make the OCM active. The Secretariat for the Interim Coordination Mechanism invites Countries to urgently sign the MoU to allow the region to benefit fully from the funding provided under the 15.4 M USD Global Environment Facility (GEF)/UNDP PROCARIBE Project. In addition to being the Development Partner of the PROCARIBE+ project Steering Committee, UNDP plays a critical role in project governance and oversight.   • Cali, Colombia, Octubre 2024: Propulsando PROCARIBE+ a través de la COP16! Extendiendo nuestras felicitaciones y deseos de éxito al Gobierno de Colombia - Pais Anfitrion, y a Sra. Susana Muhamad, Ministra de Ambiente y Presidenta de la #COP16, PROCARIBE+ marca presencia activa en Cali a través de multiples socios, paises participantes y su Unidad de Coordinación. Este lunes, el Proyecto PNUD/GEF/UNOPS PROCARIBE+ y Ministerio de Ambiente y Desarrollo Sostenible (MADS) de Colombia facilitaron el evento lateral “La Gestión de Áreas Marinas Protegidas Remotas y de Grandes Dimensiones - Retos y Oportunidades. El Caso Binacional de la Cordillera Beata en el Caribe (Colombia-República Dominicana)”. El evento fue co-organizado con Parques Nacionales Naturales de Colombia (PNN) y el Ministerio de Medio Ambiente y Recursos Naturales RD . El evento, que se celebro en el Pabellon Colombia de la Zona Azul de la COP, visualizó la importante labor que ambos países realizarán con el apoyo de PROCARIBE+, PNUMA PAC (Convenio de Cartagena, Protocolo SPAW) y otros socios internacionales en estas recién creadas Áreas Marinas Protegidas (AMP) en las Zonas Económicas Exclusivas de Colombia y República Dominicana. Cabe destacar que estas nuevas AMPs cubren en su conjunto 57,920 km2 de espacio marino. Our Regional Coordinator Patrick Debels and Senior Project officer Sonia Gautreau contributed to numerous panel discussions including: 🏝 Accelerating Blue Transformation in SIDS - UNDP 📊 Data and information (DIM) in IW projects and programmes 🗺 Transboundary Marine Spatial Planning: Towards large marine ecosystems of partnerships PROCARIBE+ is a critical project for the preservation of the shared international waters of the Caribbean Sea and Northern Brazil shelf. Our participation enabled the sharing of best practices and knowledge from the Wider Caribbean region and uptake of learnings from other International Waters projects.
