During the last #AivpWorldConference, with the help of the group discussion facilitators, Maurice Jansen held an interactive workshop focused on 𝐬𝐨𝐜𝐢𝐚𝐥 𝐚𝐜𝐜𝐞𝐩𝐭𝐚𝐧𝐜𝐞 𝐚𝐧𝐝 𝐬𝐩𝐚𝐭𝐢𝐚𝐥 𝐢𝐦𝐩𝐚𝐜𝐭 (28/11/2024) The audience was split into 5 groups. The groups each had a different scenario based on a MAGPIE demonstrator or the implementation of a energy transition solution. The group then had to discuss the issues (positive or negative) associated with the scenario for social acceptance and for spatial impact. After a discussion, the group had to decide if the solution would still be socially acceptable and the extent of the solution’s impact on the port’s environment. It was a very interactive and enriching session. Dans le texte introductif à la Conférence de Lisbonne, l’AIVP a souligné que l’accessibilité aux quais est un marqueur clé de l’évolution de la relation ville-port. L’exemple de Québec illustre parfaitement cette dynamique, comme l’a démontré la table ronde du vendredi 29 novembre dernier réunissant Mario Girard, président-directeur général du Port de Québec, Catherine Vallières-Roland, conseillère municipale de la Ville de Québec, et moi-même. À l’aide d’images concrètes, les intervenants ont présenté plusieurs projets emblématiques : la réouverture à la baignade dans les eaux du fleuve, l’organisation de spectacles en plein air, de compétitions sportives, ainsi que la mise en valeur du patrimoine naturel et portuaire. 26 % du territoire portuaire est ainsi dédié aux activités récréotouristiques. Cependant, comme l’ont rappelé Mario Girard et Catherine Vallières-Roland, ces avancées n’auraient pas été possibles sans une étroite collaboration avec la Ville. Celle-ci a joué un rôle clé en investissant dans l’assainissement des eaux usées et l’amélioration de la qualité des cours d’eau, permettant ainsi l’accès aux berges et le développement d’activités aquatiques. Au-delà des investissements réalisés, c’est avant tout la volonté partagée des acteurs d’apporter des solutions pragmatiques, répondant aux attentes des citoyens pour un meilleur accès aux berges, qui a permis ces réalisations. Ce contexte est d’autant plus remarquable que le port de Québec relève de l’autorité fédérale, et non municipale ou provinciale, sans incitation institutionnelle particulière pour favoriser cette coopération. Cette réussite repose sur plusieurs facteurs déterminants : d’abord, l’engagement personnel des autorités municipales et portuaires, toutes deux ouvertes à la concertation et à la consultation citoyenne (comme en témoignent les ateliers de co-création et les comités de bon voisinage, cf. figure n°6). Ensuite, la constance des orientations stratégiques, soutenue notamment par la stabilité du leadership de Mario Girard à la tête du Port depuis 14 ans. Enfin, la compréhension commune qu’aux yeux des citoyens, seules les réalisations concrètes comptent, indépendamment des divisions administratives. Néanmoins, comme l’a souligné Catherine Vallières-Roland, cette réussite repose aussi sur un équilibre délicat. Si le leadership individuel est essentiel, il reste fragile en l’absence de mécanismes institutionnels robustes pour coordonner durablement les acteurs autour d’objectifs partagés. La conseillère municipale évoque ainsi comme principaux défis la conciliation des intérêts entre Ville et Port et le maintien de canaux de communication permanents pour garantir une relation intégrée et harmonieuse.

Port of Rotterdam explained both its and MAGPIE’s visions on how to become smart green ports. During the last week of November, AIVP, a partner of the Connected River project organized its annual International Conference in Lisbon. Port cities are at the crossroads of economic growth and climate resilience. The World Conference Cities & Ports by AIVP - Lisbon 2024 offered an inspiring platform to explore their role in the sustainable transition, for our planet and the population. I had the great pleasure of sharing BLUMORPHO's vision in a plenary session "Financing the Port City Transition". Here are some highlights from these days in Lisbon: ▪️ Coastal cities are home to 40% of the global population and generate 60% of global GDP. They are becoming innovation labs. Without adaptation measures, economic losses could reach $1 trillion annually by 2050. ▪️ The AIVP Prize Antoine Rufenacht, won by the Reconversion of Tangier City Port area (Mohamed Ouanaya), showcased a holistic rehabilitation project that managed to bring together industrial and commercial infrastructures with culture and the well-being of residents, resulting in a hub of life. ▪️ A strong moment for me was Roger Mbassa Ndine’s presentation. The Mayor of COMMUNAUTE URBAINE DE DOUALA used satellite imagery to highlight the city’s vulnerability to climate events. I'll let the data speak for itself: between 2000 and 2020, Africa suffered 1192 disaster events, with record levels of flooding in 2024. This calls for urgent and determined action. ▪️ Technology is proving to be a key enabler in this fight. Tools like digital twins, employed by the Grand Port Maritime de Bordeaux, offer solutions to integrate climate risks into territorial planning and adapt strategies in real time (Jumeaux Numériques du Fleuve) ▪️ Another challenge is energy and data. Data centers, projected by the International Energy Agency (IEA) to consume 10% of electricity by 2030, need to adapt. Some cities like Stockholm provide an interesting example by redirecting the excess heat from data centers to urban heating systems. Such innovations highlight the potential of renewable energy and heat recovery systems in creating sustainable urban ecosystems. ▪️ Of course, these transformations require significant investment. The UN estimates that $300 billion will be needed annually for climate adaptation by 2030. ▪️ True leaders are those who anticipate and disrupt markets, creating new economic models and capturing value for the long term. Happy to discuss it further on the specific case of Port Cities. Finally: a special thank you to Geraldine Knatz, Ph.D. for moderating our roundtable, and to my fellow panelists Gerardo Landaluce and Patrice VERGRIETE. Congratulations to Bruno DELSALLE, José Manuel Pagés Sánchez, and the AIVP team for their work, and to Alberto Cappato on his well-deserved nomination as Vice President of the AIVP.
