About us

Irish Rule of Law International is a project-orientated, non-profit rule of law initiative established by the Law Society of Ireland and The Bar of Ireland. Originally founded in 2007, the organisation has collaborated with academics, judges, legal practitioners, policy-makers and civil society around the world to advance collective knowledge of the relationship between rule of law, democracy, sustained economic development and human rights. IRLI was joined in 2015 by the Law Society of Northern Ireland and the Bar of Northern Ireland. IRLI originated in recognition of the importance of rule of law for sustainable development and we believe that members of the Irish legal profession have a significant role to play in strengthening the rule of law and shaping the progress of fragile societies.   • IRLI’s work has continued apace in Malawi, Zambia and Tanzania – and further afield in 2024. As we wrap up the year, we look back on some of the highlights across our programmes … In January, IRLI had the pleasure of visiting Tanzania, attending a host of events with the judiciary for the annual #LawWeek. A particular highlight was President #SamiaSuluhuHassan giving a special accolade to #IRLI, along with the #BritishHighCommission, in her closing speech. In May, there was a public signing of a Pilot Scheme for Mobile Courts in prisons in Zambia. Mobile Courts will help to secure the release of some of the many unrepresented persons currently detained awaiting trial or judgement in the prison system in the country. It is expected that the Pilot Scheme will be launched  in 2025. During the summer, IRLI has the pleasure of hosting Chief Justice Professor Ibrahim Hamis Juma for his visit to Ireland and Northern Ireland as part of our Tanzania Programme. Joined by Justice Dr.Paul Kihwelo and Justice Mwanabaraka Mnyukwa, the visit was kindly supported by our friends IrishAid and the #EmbassyofIrelandinTanzania. A key milestone in our programme, it highlighted the mutual judicial and police cooperation between Ireland, Northern Ireland, and Tanzania to improve access to justice and criminal justice outcomes. The Tanzania Programme also collaborated with #PolisiTanzania #AnGardaSíochána #PoliceSeviceofNorthernIreland and #EmbassyofIreland to deliver an important programme in Tanzania. Entitled “A Victim Centred Approach to the Investigation of Child Sexual Exploitation and Abuse”,  the workshop brought together 90 officers from all over the country to share knowledge and experience on how to undertake effective investigations in such cases. In Dublin, we recently hosted the Annual Criminal and Public Law Update to a packed-out crowd Law Society of Ireland. Sponsored by our colleagues Sheehan & Partners LLP,  the event was chaired by #MsJusticeIseultOMalleySC of the Supreme Court. The event was filled with insightful discussions and updates on the latest developments in criminal and public law. Many thanks to all our partners and friends for supporting us in facilitating these timely and important events and visits.   • As 2024 draws to a close, we conclude our Horsehair Wigs podcast series for this year, with  personal and professional tribute to our dear friend and colleague – international criminal and human rights lawyer James Douglas, who sadly died in August. In this episode, we sit down with one of James’ best friends and fellow human rights lawyer Pat de Brún (he/him) (pictured with James above), who reflects on James’ life and work. Pat is Head of Big Tech Accountability and Deputy Director of #AmnestyTech at Amnesty International. James, from Dublin, began his career with an internship at the Khmer Rouge Tribunal, where he spent almost five years working as a lawyer and an investigator. He later joined #EquitableCambodia, a land rights organisation, with a heavy focus on community engagement. Following this and a brief period working with the UN Office of the High Commissioner of Human Rights in South Korea, he began working with Victim Advocates International, which enabled him to merge his two primary interests: community engagement and international criminal law. He mainly worked with Rohingya survivors of the 2017 clearance operations, assisting them with devising advocacy and legal strategies. James joined IRLI in October 2020 and worked as our Director of Programmes and also served as Executive Director.   • In the latest episode of our podcast, Horsehair Wigs, the Executive Director of Trust Fund for Victims at the ICC (the reparative arm of the International Criminal Court) Deborah Ruiz Verduzco, PhD, talks to us about the challenges facing, not just the fund, but international criminal justice. Verduczo stresses the importance of reparations to victims, numbering thousands, of convicted persons tried by the court. Although it was set up to operate very differently, the fund is relying heavily on voluntary public and private donations because none of the convicted people tried by the ICC, to date, have had the assets to meet reparations to victims.  Verduczo says the ICC is entering a new era of reparative justice.   • IRLI’s Macdara Ó Drisceoil, Programme Lawyer (Malawi), recently wrote an important and timely article on women charged with infanticide in the Malawi prison system and pre-trial custody. Whilst each infanticide case is different, there tends to be common themes: abandonment, poverty, social stigma, loneliness, and fear of authority. In addition, each woman is dependent on overstretched legal-aid lawyers, with little possibility of a trial in the near future. Our Malawi programme works in conjunction with our local partners and is especially life-changing for women. The programme has assisted women and adolescent girls who have experienced miscarriages, stillbirths, or severe mental-health issues, and were subsequently charged with infanticide and remanded in custody.   • The Executive Director of Trust Fund for Victims at the ICC (TFV) Deborah Ruiz Verduzco, PhD, is our guest this month on our podcast, Horsehair Wigs. Verduczo talks to us about the five reparation orders, to date, at the International Criminal Court and the thousands of beneficiaries. Though the principle of the fund was that those convicted by the court would be paying for the reparations, none of the convicted persons have had the assets. The fund is now relying on voluntary contributions and this year launched its first urgent funding appeal of €5 million.“How much of that money have we received?. As of today, the pledge has not yet been fulfilled,” says Verduczo.   • Welcome Maria! Irish Rule of Law International (IRLI), is pleased to announce the appointment of Maria McCloskey as its new Executive Director! Maria joins the organisation from #ThePILSProject in her role as Director and Solicitor, Maria led and managed the organisation, which seeks to secure improvements in the protection and realisation of human rights and equality in Northern Ireland by supporting public interest litigation. Earlier in her career, Maria was an Associate Director #NapierSolicitors with over 12 years' experience, specialising in civil litigation. She completed a Master's degree in Human Rights Law in 2017, and, after almost fifteen years in private practice, moved to the charity/NGO sector. In March 2020, Maria took up the role of Immigration Solicitor at Children's Law Centre where she represented unaccompanied asylum seeking children and child victims of trafficking. Maria is a member of the The Law Society of Northern Ireland Human Rights and Equality Committee (having previously chaired the Working Group) and Chair of the Advocacy Course Working Group (having obtained a certificate in Advanced Advocacy from the Law Society and the National Institute for Trial Advocacy in 2014). In September 2024, Maria helped deliver advocacy training to lawyers in San Diego. Maria is interested in human rights, equality and global development issues, including asylum, the empowerment of women, advancing rights and protections for minority groups, and climate justice. #IRLI #RuleofLaw #HumanRights #IrishRuleofLaw #ExecutiveDirector
