SCERT Extended SQAAF Deadline to March 15! The State Council of Educational Research and Training (SCERT), Maharashtra, has extended the SQAAF submission deadline to 15th March, considering the overlap with Class 10 and 12 board exams. Many teachers handling SQAAF submissions are also engaged in exam duties, making timely completion difficult. The Maharashtra State Secondary and Higher Secondary School Headmasters’ Association had requested an extension until the end of March but welcomed the additional 15 days. Former association president Mahendra Ganpule stated, “We aim to ensure all information is submitted promptly and efficiently.” Teachers are balancing board exams, capacity-building training, and curriculum completion for Classes 5 to 9 and 11, alongside exam preparations. Given these challenges, the association stressed the need for more time. All schools, across management and mediums, must now ensure 100% SQAAF compliance by 15th March. This extension provides much-needed relief, ensuring that quality assessment remains a priority without disrupting critical academic responsibilities. NAAC Replaces One-Fifth of Assessors with 1,000 New Recruits! In a major crackdown on unethical practices, the National Assessment and Accreditation Council (NAAC) has removed one-fifth of its total reviewers who were found engaging in corrupt activities, including accepting bribes to grant higher grades to higher educational institutions (HEIs). Officials confirmed this action on Thursday, emphasizing the need to uphold quality standards. To restore trust in the accreditation process, NAAC has recruited over 1,000 new reviewers based on recommendations from a committee comprising vice-chancellors of several universities. The newly appointed assessors will undergo training before beginning evaluations. NAAC previously had a network of over 7,000 assessors responsible for evaluating HEIs across different regions. However, a recent internal review exposed widespread irregularities, prompting strict action to remove those who failed to meet quality standards. This included assessors who were inactive for extended periods or engaged in unethical conduct. This decisive action marks a significant step in strengthening NAAC’s evaluation framework and reinforcing accountability in the accreditation of higher educational institutions (HEIs). NAAC Downgrades Nearly 200 HEIs, Raising Concerns Over Assessment Integrity! The National Assessment and Accreditation Council (NAAC) has recently come under scrutiny. Over the past 18 months, NAAC has reassessed and downgraded the provisional grades of approximately 200 colleges and universities, raising concerns about the credibility of its assessment procedures. This issue gained prominence following a recent Central Bureau Of Investigation. (CBI) inquiry into allegations of bribery involving the Koneru Lakshmaiah Education Foundation in Andhra Pradesh. NAAC Director Prof. Ganesan Kannabiran explained that the review process, initiated in mid-2023, targeted about 400 institutions with suspicious grading patterns. Of these, around half experienced grade reductions after thorough data verification and on-site inspections. The specific distribution between government and private institutions among the downgraded entities was not disclosed. The NAAC's grading system assigns ratings from A++ to C, based on a cumulative grade point average (CGPA) scale ranging from 4 to 1.51 which is voluntary and valid for five years, involving institutions submitting a self-study report detailing their strengths and operations. This report undergoes online verification by Data Verification and Validation (DVV) partners—comprising private firms and government bodies like the Indian Institutes of Technology (IITs)—followed by an on-site evaluation by a peer review team. The final grade reflects a 70% weightage from the DVV report and 30% from the peer team's assessment. The recent downgrades were prompted by specific triggers, such as an institution's grade improving by more than two levels compared to its previous assessment, or a first-time applicant receiving an A++ or A+ grade. These anomalies prompted NAAC to re-evaluate the provisional scores to ensure the integrity of the accreditation process. In light of these developments, experts, including a former vice-chancellor of a state university, have recommended that NAAC involve law enforcement agencies to investigate cases where grades were significantly inflated, suggesting potential malpractice in the accreditation process. Maharashtra Approved A+ to C Grading System for State Schools Under SQAAF! The Maharashtra government has approved the School Quality Assessment and Assurance Framework (SQAAF) to enhance school education standards. Under this framework, all state schools will undergo periodic assessments and be graded from A+ to C, reflecting the quality of education. These grades must be prominently displayed by schools. A dedicated website will provide parents easy access to school gradings and related data. The State School Standard Authority (SSSA), headed by the SCERT director, will oversee the process, ensuring compliance with SQAAF parameters aligned with NCERT guidelines and NEP 2020 recommendations. Schools will be assessed on parameters like infrastructure, teaching quality, safety, inclusivity, and gender equality. Schools will conduct annual self-evaluations, submitting data in a standardised format on the SSSA website [https://lnkd.in/gKsddcU2]. Every two years, external third-party evaluations will verify the data, ensuring transparency. Based on these evaluations, schools will receive grades, which will be made public. SCERT officials highlight that this self-declaration-based process, combined with third-party verification, ensures accountability. Introducing school grading, this initiative by the state aims to transform educational standards, ensuring transparency and access to quality education for all parents and students. NAAC to Launch New Accreditation System in April/May 2025, Impacting Cycle 1 & 2 HEIs! The Dr. Radhakrishnan Committee has recommended that the National Assessment and Accreditation Council (NAAC) will launch a Basic (Binary) Accreditation system in April/May 2025, followed by the Maturity-based Graded Levels (MBGL). Special committees are currently working on developing the framework and methodology for MBGL. With the introduction of the Basic Accreditation and MBGL frameworks, NAAC aims to incorporate advanced IT features to bring objectivity into the assessment process and eliminate any scope for unfair practices. This transition is expected to strengthen the overall accreditation system, providing more consistent and reliable evaluations. Regarding the accreditation of other HEIs that are still pending under the existing Revised Accreditation Framework (RAF), NAAC has made several decisions. 📌 For HEIs in Cycle 2 and above, they will be allowed to retain their current grade until the launch of Basic Accreditation and MBGL, and then they can choose either Basic Accreditation or MBGL based on their preparedness. 📌 For HEIs in Cycle 1, they will have the option to opt for Basic Accreditation, and any fees already paid will be adjusted against future applications. 📌If any HEIs in these categories still wish to proceed with the accreditation process under the current RAF, the peer team assessments will be conducted in Online mode for colleges and in Hybrid mode (a combination of online and physical visits) for universities. NAAC will provide detailed procedures and Standard Operating Procedures (SoPs) for these online and hybrid visits to ensure a smooth and efficient process.
