In order to fulfill its mission, Doctors for Madagascar is seeking the following accountant based in Antananarivo. Under the supervision of the Finance Support Officer, the Accountant will assist him/her in the management of the NGO's accounting and financial files. He/she will ensure the exhaustive recording of entries and the filing of all accounting and administrative documents. TASKS : ✔️ Verify that invoices comply with the PO or contract and current regulations. ✔️ Management and coordination of payments to the sites via mobile money: bonuses, fuel, hotels, etc. ✔️ Coding of invoices according to accounting principles ✔️ Prepare payment documents and send payment files for signature to authorized persons ✔️ Record accounting and analytical receipts ✔️ Filing and archiving payment files in chronological order ✔️ Verify that financial transactions have actually occurred ✔️ Verify ongoing justification of third party accounts ✔️ Provide data required to prepare the project's quarterly financial reports (FSR) and annual financial statements. ✔️ Assist the Disbursement Manager in preparing justifications for the use of funds and requests for replenishment. ✔️ Participate in the project's external audit missions by providing the necessary data and acting as an interlocutor for the auditors during the audits. Madagascar is in a state of medical emergency. Many patients are treated inadequately, or too late. Doctors, hospitals and medical equipment are in short supply. Our mission: to improve the access and quality of healthcare, especially for resource-constrained communities in Madagascar. Working with over 120 public and private health facilities across the country, as well as several hundred health workers, we have extensive experience in implementing public health interventions. Our focus areas include maternal and child health, infectious diseases, financial risk protection, quality of care, and WASH activities.

Project Overview: This project aims to address financial barriers to healthcare in Madagascar’s rural Atsimo-Andrefana, Androy, and Anosy regions. Key research questions we aim to address with this research include: i) how financial risk protection mechanisms can be sustainably designed in extremely low-resource and chronic humanitarian settings in the absence of national health insurance schemes, ii) which interventions are most effective in financial resilience building in extremely impoverished communities, iii) which mechanisms are most effective, and how so in reducing financial barriers at point of care and promoting healthcare utilisation by the population. Responsibilities: ● Plans, manages, executes, and administers collaborative research projects in Madagascar ● Conducts, plans, and oversees qualitative and quantitative data collection, management, and analysis in collaboration with the research teams in Germany and Madagascar. ● Collaborates on preparing, writing, and disseminating findings through reports, publications, and presentations. ● Provides mentorship and training to research teams. ● Acts as the main link between the research teams in Madagascar and Germany ● Provides expertise in health economics to support the planning of project activities, assisting the project manager in developing evidence-based, cost-effective solutions. ● Liaises with the M&E team to oversee data collection and analysis, ensuring robust monitoring practices and integrating findings into ongoing project strategies. Required Profile: The ideal candidate should have: ● Education: Postdoctoral researcher or advanced PhD candidate in health economics, global health, health systems management, or similar field of study. In-depth understanding of health financing in Sub-Saharan Africa, especially in financial protection arrangements essential. ● Experience: Prior experience in implementation research and health economics, with a focus on financial risk protection and universal health coverage; experience in Sub-Saharan African settings is highly valued.
