What a week. With many partners, we were at the #EU #RawMaterials Week to make noise about what really matters in the rush to transition minerals. Justice. Equity. Communities and Indigenous People's knowledge and rights. Environment. Benefit sharing. Local value addition. Recycling. Demand reduction. We've heard these words a lot from civil society activists and experts. We've heard this much less from #EU decision makers. There is still a long way to go to ensure this becomes a priority for them, not just on panels and paper, but for real. Zo Randriamaro from CRAAD-OI Madagascar closed the week with this question to powerful nations: "Who gives you the right to sacrifice us for the energy transition?". This is not just food for thoughts. Anyone looking at minerals should ask themselves this question first - if we want to ensure a just transition leaving no one behind.
This week, I had the honor of speaking at side event at the EU #RawMaterials Week (EURMW), co-organised by Publish What You Pay and Resource Matters. We brought together civil society and EU decision-makers, in dialogue around local value addition, benefit sharing and equal access to energy. I stressed the importance of shifting away from extractive trade models and establishing fair partnerships that prioritise local value addition, regional integration, knowledge sharing, and community rights. #Africa's role in the global #energytransition must go beyond supplying raw materials for the benefit of others. Our abundant resources should form the backbone of the continent’s development, fostering industrialisation, job creation, and community empowerment. With no surprise, the “official” discussions at the EURMW focused on investments and the EU’s strategic approach to secure its access to transition minerals, with no genuine consideration for the equitable sharing of benefits and costs of the energy transition. Resource-rich low- and middle-income countries are treated merely as suppliers, with no attention to the severe environmental and social costs they bear. The discussions lacked any meaningful recognition of the role or rights of communities and Indigenous Peoples, including their right to say no, perpetuating systemic inequalities and excluding those most affected from decision-making processes about the transition that directly impacts their lands and livelihoods. Civil society with the EU Raw Materials Coalition ensured that these critical conversations were also happening. This is a defining moment. Together, we have the opportunity to reimagine a future where our resources not only meet the needs of the world but, more importantly, fulfill the aspirations of our own people. This is not just an African story: it is a global one, one that humanity must witness and history will remember. I am excited to be working with colleagues from #NRGI, #SOMO and other key experts this week, at the prestigious Bellagio Center, to build a common strategy on transition minerals value addition & fair benefit sharing. We are giving shape to a core element of the UNSG Panel on Critical Minerals! This panel’s recent report proposes the creation of a High-Level Advisory Group to promote "fair benefit-sharing, meaningful value addition, & economic diversification in low- & middle-income (LMIC) producer countries. To be really meaningful, this Group must: ✅ Confront deep-seated global power imbalances in trade relations. Free trade has become a huge barrier to LMIC’s development, locking them into exporting raw material. The system needs to change to deliver shared value & economic equity. ✅ Look at "value-addition" in every sense. It needs to include transformation of minerals in higher levels of the value chain, particularly in clean energy technologies! ✅ Promote collaboration between Southern countries over competition, to build cross-regional value chains. ✅ Finally, who’s in the Advisory group really matters to break the status quo. It must include bold voices from CSOs, Indigenous Peoples and government representatives of both consumer and producer countries - especially those challenging global inequalities and trade frameworks. We must ensure that the Advisory group starts on solid grounds and doesn't overlook these priorities. PWYP and partners are committed to making it happen!
