About us
The Government aims to build 1.5m new homes during its term. Local councils are the key delivery arm for that national ambition - either as planning authorities, giving permission to build new homes, or as JV partners or directly building new homes themselves. So, each month, thanks to founding sponsor Red Loft, we’re visiting a different council in England to ask what works and what doesn’t in getting new homes built. We’ll discover the ingredients for success, and what needs to change. We predict that a universal challenge will be around capacity and skills in local government. So, we’ll also ask what it takes to build a career in public sector housing delivery, and what attracts people to the sector in the first place. We’re publishing these video stories on LinkedIn, YouTube, Instagram, Facebook, TikTok and more widely as podcasts. We want to help councils to share their achievements, and their ideas for improvement, with each other, with private sector partners and with the Government and its agencies. We hope these stories will encourage more people into careers in public sector housing delivery, and encourage those already delivering new homes to keep at it. We think it’s time to hear the voices of the practitioners – the people who have to deliver on the promises – so we can build a clearer understanding of what is needed to deliver the homes we need. Today we’re talking about the local politics of delivering new homes, with Ealing Council (London Borough of Ealing) leader, councillor Peter Mason. Describing the challenges facing London in the 1940s (air quality, long commutes, and tall buildings rising on the skyline of an increasingly crowded city) He says: "They were dealing with some of the same challenges we have now. The answer for them was new towns.” Along with housebuilding in the context of regional planning, industrial strategy and creating a fairer national economy, we also talk about what communities want from growth, and Local Plans and estate ballots as mechanisms for getting it. "If we can give people the sense that their community is changing in a positive way, and that they're moving forward in their lives and their children are moving forward, we can unlock some of this ‘for and against’ mentality." Following the collapse of contractor Real LSE last year, Ealing Council (London Borough of Ealing) has been considering its options for the regeneration of the High Lane estate in Hanwell. We met principal project manager Sam O'Neill onsite and caught up with assistant director for housing regeneration Emma Osmundsen afterwards, to understand how turbulent market conditions have disrupted a scheme that could provide over 500 new homes - and how that has created a chance to “build better”. “Councils have a real opportunity to take a civic lead, to set a new benchmark in terms of building better homes,” said Osmundsen. “Also, looking at how we can work within public procurement frameworks to engage as early as we possibly can with contractors, to utilise their expertise in terms of turning our dreams into reality, but also supporting them by looking at ways we can share the risk.” Watch the full video here https://lnkd.in/eDG-5dgZ Thanks to Red Loft and Bugler Developments for sponsoring this episode. With Ealing Council (London Borough of Ealing) laying the “golden brick” on its 1,000th genuinely affordable new home this month, it’s a great time to visit one of the council’s big housing projects, Acton Gardens, with regeneration manager Sarah Phillpot , to understand the ingredients for the success of this 3,500-home, 20-year, £1 billion-plus scheme. She talks about galvanising the local community, designing appropriate infrastructure, and asset ownership and management models. Above all, she says, the strong relationships between the council, L&Q and Countryside Partnerships, local residents and businesses, to provide new homes on this scale requires “really committed leadership” to see it through “the trials and tribulations inevitable in a programme over 20 years”. Responding to reports of recent comments by Deputy Mayor of London Jules Pipe (https://lnkd.in/ehy8BcxM) on the impossibility of delivering 1.5m new homes, or London’s contribution of 80,000 a year, Ealing Council (London Borough of Ealing) strategic director of economy and sustainability Peter George has requested clarification. Assuming the reliability of the reports, he said: “For the politician responsible for leading on the London Plan, if that person doesn't believe the 80,000 target is deliverable, to some that may call into question the integrity of the London Plan before the process has really got underway.” Peter was interviewed by 1.5M New Homes: The Local Government Challenge, to set the scene for a series of visits to housing development sites in Ealing, to understand the ingredients for successful delivery and what needs to change to build even more homes in the borough.
