States need to engage in transmission planning. What policies can enable them to do so? We are pleased to announce the publication of a new report from Americans for a Clean Energy Grid (ACEG), "State Policies to Advance Transmission Modernization and Expansion." Developed through expert interviews and survey responses, the report explores the role that state policies can play in advancing cost-effective transmission modernization and expansion. The report is divided into three parts: 1️⃣ Background on the need for transmission expansion and modernization, key players in transmission development, and the authority and role of states in transmission. 2️⃣ The policies identified by the surveyed experts as playing critical roles in helping or hindering the development and modernization of high-capacity interconnected transmission solutions. 3️⃣ Excerpts of legislative and regulatory language from some of the state policies discussed in the report. Today, the Federal Energy Regulatory Commission finalized its regional planning and cost allocation rule, which was under consideration for nearly two years. Americans for a Clean Energy Grid (ACEG) Executive Director Christina Hayes issued the following statement: "Americans for a Clean Energy Grid applauds the Federal Energy Regulatory Commission for finalizing a strong and comprehensive regional planning and cost allocation rule. Today’s rule will help ensure that transmission is planned in a proactive and comprehensive way that accounts for the economic and reliability benefits of a well-connected grid. This is key step in the long journey to developing a modern grid, and will have major impacts on lowering customers’ costs, driving economic development, and bolstering grid reliability. “Now, it’s time to implement this rule. Regions must develop their compliance filings over the next few months so that transmission can be planned and developed as soon as practicable. New York launched a pilot program that will encourage hospitals to cut carbon emissions. This "first-in-the-nation" initiative will award credits worth up to $1 million to hospitals that pledge to achieve net-zero GHG emissions and enhance their resiliency. In their climate plans, hospitals must identify ways to reduce their direct AND indirect emissions, including emissions from the supply chain for anesthetics, pharmaceuticals, and medical supplies. “This pilot program will incentivize hospitals to reduce their environmental impact and create a safer and healthier New York," Gov. Here's just a sampling: ➡ The European Union created a tool to help match data centers with potential off-takers for its heat. ➡ Germany has set new requirements for data centers to reuse at minimum 10% of their heat. ➡ In the U.S., Washington state offers grants for waste coordination R&D projects, including data center heat reuse. “Reusing heat from data centers is a win-win that will help data centers, buildings, and factories lower their costs and carbon footprints,” David Gardiner says in our press release. “But this tool is still under-utilized.
