MIRL, or the Moderate-Income Revolving Loan program, aims to close the gap in middle-income housing in Oregon. This first-of-its-kind program will provide housing for Oregonians living at or below 120% of the area median income. The program’s structure allows hyperlocal solutions, meaning communities can truly focus on housing progress in their area and pinpoint unique challenges in the housing market. We provide resources and develop integrated statewide policy to increase access to stable housing for all Oregonians.
About us
Oregon Housing and Community Services (OHCS) is Oregon's housing finance agency, providing financial and program support to create and preserve opportunities for quality, affordable housing for Oregonians of lower and moderate income. We envision an Oregon where all can pursue prosperity and live free from poverty. OHCS administers programs that provide housing stabilization – from preventing and ending homelessness, assisting with utilities to keep someone stable, to financing multifamily affordable housing, to encouraging homeownership. It delivers these programs primarily through grants, contracts and loan agreements with local partners and community-based providers, and has limited direct contact with low-income beneficiaries. OHCS's sources of funds are varied and include federal and state resources which have complex regulatory compliance requirements, and thus stewardship, compliance monitoring, and asset management are all critical functions played by OHCS. MISSION: We provide stable and affordable housing and engage leaders, to develop integrated statewide policy that addresses poverty and provides opportunity for Oregonians.

As Black history month comes to a close, we want to highlight the incredible contributions of Black Americans to housing work and equity. From the Civil Rights Movement to today's housing justice movement, Black activists been at the forefront of this work and shown us change is possible. Pictured here is the Fairfield Apartments during the 1950s. Just this last year, Urban League of Portland reopened the building after renovating it and leading its preservation. Now it has 75 units of permanent supportive housing. Urban League of Portland provides culturally responsive services to residents. The reopened Fairfield Apartments is a great example of how communities can work toward dismantling systemic barriers so that everyone can live in a healthy, safe, and affordable home, regardless of their race or ethnicity. This work extends far beyond the month of February, and we all have a role in creating a more inclusive world.

ICYMI, we launched the Moderate-Income Revolving Loan program, which provides loans to cities or counties they can distribute as grants to developers in their communities for housing. In lieu of property taxes, the developers pay the city or county a fee they can then use to pay back the loan. This innovative program is meant to empower communities to drive their own housing solutions. This program aims to help close the gap in middle-income housing, providing homes for people at or below 120% of the area median income. To learn more, visit https://bit.ly/4b6fpYV.
