On 15 & 16 April, the Council of the European Union hosted an Informal Energy Council on Advancing Sustainable Energy Infrastructure. As one of the priorities under the Belgian Presidency of the Council of the European Union 2024, developing electricity grids is essential to meet the European energy and climate targets. Our Secretary General Peter Vermaat joined as an observer. Energy Ministers discussed 4 key themes: 1️⃣ The integrated European energy network 2️⃣ The resilience of energy infrastructure 3️⃣ The financing and de-risking of cross-border energy infrastructures and investments 4️⃣ Standardisation and permit-granting of energy infrastructure As DSO Entity, we identified some key actions for Distribution System Operators (DSOs) that should be considered and implemented to reach the EU energy and climate targets: 🔸 Accelerate investment and enable anticipatory investments with a forward-looking energy regulatory framework/tariff regime. 🔸 Streamline permitting procedures. 🔸Tackle the supply chain challenge. 🔸Reinforce the focus on resilient grids to guarantee security of supply at times of increasing (cyber)security threats and extreme weather conditions. Electricity grids form the foundation for clean energy transition and a well-functioning modern society. It is important that the regulatory framework supports cost-efficient anticipatory investments in electricity network as well as the development and utilization of flexibility. It is great to see that there are actions on EU level to resolve this challenge.

We are pleased to announce a new step forward in our shared commitment to build a solid CO2 infrastructure in the Netherlands. The public consultation period (terinzagelegging) for the first draft permits of the Aramis initiative has taken place from 13 September to 24 October. During this period, the projects within the Aramis initiative organized two public consultation meetings, together with the Ministerie van Klimaat en Groene Groei. These meetings offered opportunities for the public to gain comprehensive insights into the initiative and the projects, while allowing interested parties to engage directly with representatives from both the Ministry and the Aramis initiative. In the Aramis initiative, CO2next is working closely together with 5 other projects: Aramis CCS, Porthos(compressor station) and the three storage projects of Shell, TotalEnergies and Eni. The scale of the Aramis initiative – with numerous permits and close regulatory oversight – highlights the importance of strong partnerships and transparent dialogue. We thank all stakeholders, the Ministerie van Klimaat en Groene Groei, Aramis CCS and everyone involved for their constructive collaboration and valuable input throughout this phase. Looking ahead, we are eager to move into the next stages of the project, with more public consultations to follow, building on our way to the final decisions. A final decision on this first round of permit applications is expected during the first half of 2025. [New article] The Role of Municipalities in National Energy and Climate Plans In July, OER, partner in the #NECPlatform LIFE-funded project, had the opportunity to participate in the fifth meeting of the Partnership for Transatlantic Energy and Climate Cooperation (P-TECC). Leea MIHAILA represented Energy Cities Romania (OER) in the panel “Cities as Innovation Labs,” held on July 23rd. Moderated by Paul Kearns, Director of the Argonne National Laboratory, the panel brought together energy and technology experts, highlighting the role of cities as dynamic innovation centers where solutions to urban challenges are tested and refined. During the panel, Leea Mihailă presented OER’s mission to support local authorities in the energy transition towards climate neutrality. She emphasized the importance of developing National Energy and Climate Plans (NECPs), which need to be visionary and involve the whole society to reduce emissions and promote the shift towards green energy. These plans are crucial for achieving sustainability goals. While Member States were to submit the updated NECPs by June 2023 and the final ones in June 2024, only few are now available. NECPlatform will cross-check them from September onwards to see how countries perform when it comes to implementing article 11 of the Governance Regulation, mandating Member States to set up a proper multilevel climate and energy dialogues to develop the plans. This is an encouraging step towards a timely needed CO2 infrastructure which enables transport to offshore storage sites. Multiple large and smaller storage opportunities are studied and matured to deliver the CCS targets (see Net Zero Industry Act). The latest report from Planbureau Leefomgeving (www.pbl.nl) warns that NL 2030 climate targets are unlikely to be met (idem 2040 and 2050 targets). CCS in depleted end-of-life hydrocarbon fields form an inevitable part of the short-medium term path forward to reach these goals. Government holds the key to accelerate permitting.

"In their Target True Zero report, published last year to assess infrastructure for new aviation propulsion technologies, global consultancy McKinsey and the World Economic Forum estimated aviation’s power shift would need between 600 and 1,700 terrawatt hours of clean energy by 2050, generated by the equivalent of 10-25 of the world’s biggest off-shore wind farms, or a solar plant half the size of Belgium. “Getting infrastructure right will be critical in allowing this new industry to take off,” said co-authors Robin Riedel, a McKinsey & Company partner, and Pedro G Gomez Pensado, WEF’s head, climate. “Investments needed to meet 2050 goals must start now. The first element of on-airport infrastructure must be in place by 2025 to meet expected energy demand.” Estimated total cost? $700 billion to $1.7 trillion. CAAF/3 in Dubai agreed critical measures including a framework to promote SAF production globally and ensure that aviation fuel in 2030 is 5% less carbon intensive than now. Delegates supported initiatives including capacity building, a ‘Finvest Hub’, and voluntary technology transfer to help enable global access to affordable low-or-no-carbon fuels. “We need SAF everywhere in the world,” says International Air Transport Association (IATA) director general Willie Walsh. “And to that end, the right supportive policies – policies that can stimulate production, promote competition, foster innovation and attract financing – must be put in place today.
