Strengthening OSS & FSM Service Delivery Through Knowledge Exchange: Insights from Zambia’s Leading Commercial Utilities 💧 We are excited to share our Implementing OSS & FSM Knowledge Exchange report! This report presents the outcomes of a knowledge exchange workshop we held in Kabwe with four commercial utilities: Lusaka Water Supply and Sanitation Company (LWSC), Southern Water Supply and Sanitation Company (SWSC), Lukanga Water Supply and Sanitation Company Limited (LgWSC) and Eastern Water Supply and Sanitation Company (EWSC). Since 2018, Zambia’s commercial utilities have expanded their mandate to include on-site sanitation (OSS) and faecal sludge management (FSM), addressing the entire sanitation chain. While there has been progress, challenges remain in capacity, infrastructure, and operations. These gaps were addressed during our workshop, where the utilities shared experiences and lessons to improve and expand OSS & FSM services. 📢 Development of a Regulatory framework for #ruralWSS and small water supplies initiated under a joint working approach. ESAWAS regulators association in collaboration with partners is seeking to develop a comprehensive framework and strategy for regulation of rural water supply and sanitation (WSS) and small water supplies in other contexts. This will serve as a guidance document for countries across Africa to professionalise the operations and management of rural WSS and small water supplies under formalised governance and regulatory arrangements in order to raise the management, quality, sustainability, inclusion and resilience of WSS service delivery. Rural areas appear to be underserved both in terms of access to WSS and the level of services provided. However, in recent years, rural WSS services are seeing a shift from mere hardware provision, towards a greater level of professionalization. Recognising the significant contribution of small water supplies in achieving universal access to safely managed drinking water and public health in general, there is need for appropriate accountability mechanisms to ensure that services meet acceptable and enforceable performance standards. The regulatory framework for #ruralWSS and small water supplies is being developed with oversight of a joint working group comprising World Health Organization, African Water and Sanitation Association _ Association Africaine de l'Eau et de l'Assainissement, African Ministers' Council on Water (AMCOW), Water & Sanitation for the Urban Poor (WSUP), African Forum for Utility Regulators, UNICEF, WaterAid, Water Integrity Network (WIN), Uptime and 8 regulators. I’m happy to share some reflections from our latest paper, written together with Klaas Schwartz and Mireia Tutusaus. Partnerships in water and sanitation delivery bring together unique expertise, expectations, and—inevitably—complex power dynamics. When different partners come together, these dynamics shape the partnership in ways that go beyond simple collaboration. In this paper, we looked at what accountability means in partnerships built on solidarity-Water Operators' Partnership between VEI and Water Boards in Malawi. In practice, the partnerships lean heavily on relational governance, and interestingly, relational governance seems effective as long as the partnership yields results. Trust and outcomes reinforce each other: success builds trust, which, in turn, supports even greater success. However, due to partners’ expectations, organizational cultures, and values, we find that aiming for “optimal” accountability may be unrealistic; instead, creating accountability structures that are both sufficient and mutually acceptable is an achievement in itself. The USAID Indonesia Urban Resilience, Water, Sanitation, and Hygiene project works to improve the performance of water utilities across Indonesia to increase access to water and sanitation services for the urban poor. This includes supporting and training professionals like Robby Saputra, who grew up without access to safe drinking water and now works as a chemist for the Pontianak water utility to improve other people's access to safe water. On 22 June 2024, Rand Water embarks on a 37-day maintenance regime that will see days-long water disruptions hitting parts of Gauteng on a set schedule. The taste of water shedding in Tshwane is already plaguing the residents due to the dire need for extensive proactive maintenance of South Africa's water infrastructure. This can only be achieved with the government and the private sector working together. "Mergence Investment Managers (MIM) is the only asset manager with a stake in the two privately owned water concessions in South Africa, Siza Water in KwaZulu Natal and Silulumanzi in Limpopo, by means of a Public Private Partnership we have with SA Water Works (SAWW). Siza Water celebrated its 25th anniversary in March 2024 and the Deputy Minister of Water and Sanitation David Mahlobo lauded the project which has recently received Green Drop certification and supplies free water daily to 450,000 customers, 300,000 of whom are served classified as indigent communities. It is no secret that “water-shedding” in parts of South Africa is looking increasingly likely. We commend the government on establishing the Water Partnership Office in the Development Bank of SA to bring together the Department of Water and Sanitation, National Treasury, other departments, and financiers to work together with municipalities on long-term solutions. 👏 Exciting news from Belize LIS-Water, ADERASA asociación de reguladores, and the Inter-American Development Bank have challenged the Public Utilities Commission of Belize (PUC) to undertake the simplified #watergov assessment. And the results? The PUC went above and beyond by completing the full guided self-assessment of the policies and regulation of water and sanitation services in the country, as the first step of a process of change! This achievement reflects dedication, commitment, and enthusiasm. The PUC has proven that with determination and collaboration, progress is possible.
