Inadequate Water and Sanitation Cost Namibia N$4.5 Billion Annually Hertha Ekandjo Namibia suffers an annual economic loss estimated at N$4.5 billion due to inadequate water, sanitation, and hygiene services, commonly referred to as WASH. This figure represents approximately 1.8% of the estimated Gross Domestic Product (GDP) for 2023, with 0.6% attributed to urban areas and 1.2% to rural regions. The cogent need to prioritize regulation in the water sector. ...with the renewed commitments and strong political will being demonstrated by the #Enugu State Governor, which are backed up with several ongoing #WASH interventions in State, the risk of eroding these gains are heightened without a regulatory framework in place. National Water Accounts On 1st November 2024 a national dialogue held by WaterAid and SDPI; for working on National Water Accounts on standard methodology of WHO, based on which National Water Accounts of more than twelve countries have been completed and this exercise was recently completed in Bangladesh and Nepal. The dialogue was about tracking WASH interventions, about which I explained the audience that I at UNICEF with SUN and other partners have been extensively imparting trainings on the subject under Nutrition Expenditure Tracking, because all WASH interventions are nutrition sensitive (indirect nutrition) interventions. I propose a comprehensive legislation on subject of national WASH accounts, and under newly introduced Article 9A, I proposed monitoring of water contamination, working on ground water extraction policy, climate resilient agricultural and municipal water management framework, legislation to protect girls right to education and other activities which are compromised due to arrangement of water for family in the morning. Also, the legal framework for inclusive hygienic sanitation facilities for people using wheelchairs, persons with disabilities. One of the most important issues in water supply is underpricing of water and fiscal non-sustainability, I proposed market efficient price structures and effective real time monitoring of water services with enforcement rights to Government in case of non-payment and defaults.
