In the public policy field, Kingdon's Multiple Streams Framework (MSF) is a renowned analytical theory to study the emergence of public policies. I analysed this framework by studying the emergence of The Zainab Alert, Response, and Recovery Act 2019. My review found that with the convergence of political, problem, and policy streams in Pakistan following the catastrophic event of Zainab Ansari's rape case, a policy window opened whereby policy entrepreneurs like government officials and celebrities pushed the adaption of the ZARRA Act. Consequently, this framework proved to be an effective tool to evaluate the introduction of innovative public policies, not only in the context of high-income countries but also in low-middle-income countries (LMICs) like Pakistan. It would be great to have your insights about MSF's wider applicability. This graph is from my chapter in the upcoming report by CePwS NUST. It combines district-level estimates of TFR from latest provincial MICS surveys with District Education Performance Index (DEPIx) prepared by Mr. Rafiullah Kakar for Ministry of Planning Development and Special Initiatives. It shows that TFR is negatively correlated with DEPIx score. Districts in Punjab (Orange dots) are clustered on the right side, showing a positive picture with relatively lower TFR and higher DEPIx scores. On the contrary, district from Balochistan (Blue Triangles) are mostly placed on the left side of the graph with high variance. It hints towards the role of education in influencing TFR at district level in Pakistan.
