New term feeling in the UK House of Lords today and an opportunity to debate the #CrownEstateBill. The bill is intended to increase the borrowing and investment powers of The Crown Estate, which manages land and property held “in right of the crown”, including the #seabed around England, Wales and Northern Ireland. This bill proposes changes that, it is hoped, will unlock significant investment in public infrastructure for the benefit of the nation, for example speeding up the development of offshore wind projects, in a partnership with #GreatBritishEnergy that was announced on the same day the bill was introduced in July. I welcome the potential of these developments and am keen to see the detail of exactly how it will work in practice. As I said during the debate: "My Lords, the Crown Estate has a unique place, as has been identified by all speeches around the house, and it has a unique potential role to play in: environmental security, economic security, technology and cyber security. Perhaps the greatest question that we should focus on as we go to the latter stages of this bill is to ensure that we realise all those benefits whilst having a laser focus, not least during this transition period, on who pays." #Energy National Grid #PublicInfrastructure #OffshoreWind #Investment
Does the crown estate realise if the freeholders go bust with peppercorn ground rents with blocks of flats with huge remediation liabilities left unpaid. No one will buy the freeholds and the flats will escheat to the crown! Will the King then pay to fix all these onerous liabilities?
Could be such a huge unlock in a country where planning is usually a roadblock
