Since 2010, exports of digitally deliverable services have more than tripled in developing economies, although Least Developed Countries continue to lag behind. In 2023, developing economies saw their exports of digitally deliverable services rise to three times the 2010 levels. This growth was especially pronounced in Small Island Developing States, where exports increased four-fold, significantly driven by Singapore's service exports. As Africa continues to navigate the complexities of digital transformation, the African Union’s Data Policy Framework (DPF) is being recognized as a critical tool for creating coherent data governance across the continent. However, for the Southern African Customs Union (SACU) member states—Botswana, Eswatini, Lesotho, Namibia, and South Africa—the question remains: Can the DPF effectively support digital trade in the region? A new policy brief from the Data Economy Policy Hub (DepHUB) and CIPESA reveals gaps in the DPF's approach, implementation, and scope, particularly for SACU's digital trade aspirations. From digital infrastructure to regulatory frameworks, SACU has untapped potential to enhance trade, competitiveness, and revenue collection. Yet, as digital integration grows, a more harmonized, inclusive, and flexible governance approach is essential to bridge current gaps and foster sustainable development. Digital innovation holds immense power to reshape African trade, creating new opportunities and driving economic growth. This week, policymakers, private sector leaders and development partners convened in Kigali, #Rwanda for the Africa Trade Development Forum. Organised by TradeMark Africa (TMA) and the Government of #Rwanda, the Forum, themed "Unlocking African trade opportunities through digital innovation," provided a dynamic platform for insightful discussions and knowledge sharing on leveraging digital technologies to boost intra-African trade. ➖ Our Director, Dirk Willem te Velde, contributed to a session chaired by the African Continental Free Trade Area (AfCFTA) Secretariat's Chief Technical Advisor, Dr. Tsotetsi Makong (PhD), where he presented on the developments in implementing the #AfCFTA digital trade protocol and its potential to boost #IntraAfricanTrade. He also shared ODI Global's experience in supporting the implementation of the protocol and outlined the next steps. ➖ ODI Global Trustee, Prof. Dominic McVey MBE, who also serves on the TMA board, participated in a panel discussion on leveraging technology, policy and financial frameworks to create a more "borderless Africa". The World Trade Organization (WTO) has announced that Least Developed Countries (LDCs) will receive increased development assistance. This is a positive step forward in supporting economic growth and poverty reduction in the world's most vulnerable nations. The WTO report highlights the increasing level of development assistance to promote sustainable fisheries in developing economies. Additionally, the WTO Trade Facilitation Agreement (TFA) has led to a US$ 231 billion increase in trade in the first couple of years of its implementation.Trade offers up opportunities that developing economies can and should seize, said WTO Director-General Ngozi Okonjo-Iweala at the opening of the Aid for Trade Global Review. The event focused on leveraging trade to enhance food security and close the digital gap in developing countries.As LDCs graduate from this status, the WTO will help smooth their transition, supporting their development path. This is an important step in ensuring a sustainable and inclusive global economy.
