In conversation with Juita Ramli yesterday on the Malaysian gov capability of developing policies and master plan which are not only applicable nationally but can also serve as benchmark for other countries. However, there is constantly gap in implementation making those policies and targets seem impossible or seen as only good on paper. The gap exist because the low engagement between the policy makers and the actual people who are the ultimate implementor. In Malay, implementors are called kakitangan which is literally translated into hand and foot that makes it happen. When the 🎯 are announced, KPIs dished out and output/outcome expected, no one took the trouble to look into the workflow, actionable work and changes into actual job description. Failure to look at these details resulting to inactions of work needed and therefore cannot realise the objectives desired. This is not just in public service but also in business. Communication and accountability is key and changes is needed top down to make this happen. Since we are in the last quarter of 2024, if key targets have already been achieved for the year, why not take some time to reflect and review your internal communication strategy. Since the introduction of the bureaucratic simplification policy in 2019, the number of Functional Positions has increased significantly. For example, for Policy Analysts, based on data from the e-NIAKN (national registration number for policy analysts) system, there are almost 10,000 individuals as of mid-2024. If we include those Policy Analysts who have not registered, the number is estimated to be over 30,000. Unfortunately, the increase in these Functional Position holders has not directly corresponded to an improvement in the required competency. Many of the Functional Position holders, particularly from the reclassification path (penyetaraan jabatan), are still performing tasks from their previous positions, leading to jokes that their positions are "functional with a structural feel." Although various socialization and training programs have been implemented, the large number of Functional Positions and the wide distribution of Functional Positions across Indonesia present their own challenges. Therefore, the utilization of technology and online media is a smart choice to enhance reach throughout the country. In this regard, for the past three years, Lembaga Administrasi Negara RI and KSI (Knowledge Sector Initiatives) has created an animated video about optimizing the role of Policy Analysts. Although there were regulatory changes concerning Functional Positions in 2023, this video remains very relevant and can serve as a reference for understanding the characteristics of the Policy Analyst position. 80/20 Rule The Pareto Principle. It states that for many outcome or situation, roughly 80% of consequences come from 20% of causes. Meaning that in many situation, about 80% of the result, whether positive or negative, come from 20% of the effort/input/category. Meaning few input/contribute/factor/category are making big impact to the result/output. Yang lain tu, sikit sangat walaupun masih lagi menjadi penyumbang. This is important to understand and identify as in many situation, there are a lot of contributing factors. But only a few of them are significant enough. These would be the priority are to work on. If it is a problem, understand what are those 20%. Tackle them, and the severity of the problem can be significantly reduce. Kalau ada 10 faktor kenapa projek tu bermasalah, identify mana 20%. Mana yang penting. Mungkin 20% tu datang dari 2-3 faktor aje, utamakan to resolve those factors first. Depending on severity of other factors too. This is a good tool to prioritize action item.
