The European Commission has just published this week the Horizon Europe Strategic Plan 2025 - 2027. This document frames the playground for incoming calls for proposals in the very next months and years. We are thrilled to discuss with you about the main changes, opportunities and trends delivered in this document. It would be unrealistic to summarise this document in a LinkedIn post (especially in 2 days!), but be sure that this is our new bedside reading! Don’t hesitate to get in touch with me or my team about European funding opportunities for Innovation and Research. A few insights after a quick-read however: - rates are going up and this is great! From 12% to 16%! This is the average success rate of Horizon Europe as compared to Horizon 2020. - balance between Research and Innovation is a key concern, probably bringing more low TRL projects and considering societal readiness as a relevant indicator. - so-called « missions » will be reinforced in the next 3 years, breaking silos and enabling more cooperation on key issues, and likely leading to additional private-public partnerships! - European partnerships were simplified from H2020 to HE, more of them are arising for the concerned period (5 co-funded and 4 co-programmed). Let’s follow these carefully not to miss any opportunity!

The European Commission recently published the #HorizonEurope strategic plan for 2025-2027. Every two years, the highly visible 'Science, Research and Innovation Performance of the EU' (SRIP) report is published by the European Commission's Directorate-General for #Research & #Innovation. The title of this year's report "A competitive Europe for a sustainable future" takes an in-depth look at the role of research and innovation in strengthening the #EU's #competitiveness while achieving the EU's ambitious long-term goals.   I am very pleased that I was invited to contribute a chapter to this year's SRIP-report dedicated to the meaning of #technology #sovereignty at EU level outlining the conceptual underpinning of the concept and its link with open strategic autonomy and economic security, and current approaches adopted to determine the EU’s sovereignty position. One of my conclusions is that the EU must carefully align technology sovereignty with related concepts and utilize strategic intelligence and transparent decision-making to unite the diverse interests of the member states and work effectively towards the goal of EU technology sovereignty.   I would like to invite everyone interested in the launch event of the report that takes place this *Thursday June 27 starting at 14:40* in Brussels (see link below for the exact address) or via Livestream. 🌍💡More excellent research, impactful innovation and technology scale-ups are needed to make Europe more globally competitive, secure and sustainable. These are among the 1️⃣ 2️⃣ expert recommendations presented yesterday to the Commission to strengthen #HorizonEurope, the EU R&Iprogramme, and its successor. The recommendations are based on thorough analyses of Horizon Europe, the ex-post evaluation of Horizon 2020, and other relevant data. **🚀 Conclusions on Strengthening Knowledge Valorization** The Council of the European Union has adopted conclusions on strengthening knowledge valorization as a tool for a resilient and competitive industry, as well as for strategic autonomy in an open economy in Europe. **🔍 Objectives of the conclusions:** 1. **Increased support for knowledge valorization:** - Taking into account recent initiatives and guidelines to strengthen knowledge valorization. - Addressing gaps in the European innovation landscape. 2. **Importance of knowledge valorization:** - Boosting the competitiveness of the European industry. - Improving citizens' lives by translating projects from research laboratories into concrete outcomes. - Competing globally and leading the future knowledge-based industrial revolution. **💡 Actions recommended by the Council:** - Strengthening knowledge valorization capabilities through financing tools, policies, and frameworks. - Enhancing the network of intermediaries and facilitators in the innovation landscape. - Developing a culture of knowledge valorization by fostering collaboration between research and industry. - Improving entrepreneurship and innovation training programs across all disciplines. **#KnowledgeValorization #Innovation #IndustrialCompetitiveness #Collaboration #Training #IndustrialPolicy #StrategicAutonomy**

I frequently wonder why more SMEs are not availing of EU funding for innovation and research projects. An interesting report which highlights (from an Irish perspective): 1. A total of 179 SME participants in Horizon Europe Projects, average funding €638,000 per project. [note we have 279,000 SMEs in IE so lets not get ahead of ourselves]. 2. The success rate for IE applications is 19.9%. What can we learn from our Belgian friends (24%)? 3. Tech-Intense projects in the main, concentrated in digital, deep-tech, green. 4. SMEs rarely leading projects. 5. 87% of SMEs are partners in research consortia. 6. 40% Co-Funding from SMEs expected. Whilst welcome to note that there is increased funding in Horizon Europe, across various pillars, a few fundamental questions must be asked. 1. How can we understand what 'good looks like' so that there can be an increased success rate for applicants? 2. How can the barriers to (successful) entry be adjusted to increase participation, lower complexity and costs for SMEs - particularly beyond the tech sector? 3. How can SMEs lead such endeavours?

The EU institutions play a key role in ensuring that Europe achieves its net-zero target by 2050. Yet, they can’t accomplish such a feat by themselves. This raises the question: how important is stakeholder engagement for the European Commission? For instance, the STEP task force of the European Commission has been given the mission to drive investment in critical technologies for Europe. It doesn’t have its own budget; instead, it leverages existing resources. It enables Member States to reallocate funding from the Structural Funds towards essential technologies. However, this represents only a small fraction of the effort needed to achieve our common goals. True progress comes from mobilising stakeholders, universities, regional authorities, and more! Without their participation, the EU’s efforts would yield minimal results. Curious to learn more?
