Members and associates of G+ Global Offshore Wind Health and Safety Organisation assessed the applicability of existing rules to the offshore wind industry and vs the G+ incident data. Following this analysis, the G+ decided to develop a set of lifesaving rules (LSR) for the offshore wind industry to further a common safety approach and culture at a time of rapid growth and international expansion for the industry. With a dedicated LSR set attuned to the risk profile of offshore wind activities, the G+ hopes to: - Provide clear and simple statements, easy to understand and follow − Support suppliers and workers new to the industry. − Provide a set of LSR that is easy to align with and map into contractual requirements, representing a common denominator. − Further the safety culture of the industry. The G+ encourages companies operating in the industry without an LSR or equivalent, programme to adopt the G+ set for their offshore wind related activities. For companies with existing programmes, the G+ encourages the use of the G+ LSR to bridge between theirs and their contracted partners. The energy industry’s huge pivot towards offshore wind developments, and the grid they will feed, is already bringing a noticeable uptick in scrutiny of safe practice by the regulators - HSE inspections and sanctions are on the rise. Great news for the Australian #offshorewind industry today with the release of the OEI Amendment Regulations 2024. My team is preparing Management Plans for 3 of the 12 offshore wind projects in the Gippsland declared areas. We're eagerly awaiting the release of the associated guidelines from the Offshore Infrastructure Regulator to ensure we're on the mark. Today, the Offshore Electricity Infrastructure Amendment Regulations 2024 go live. These have been a long time coming, and enable offshore wind licence holders to submit Management Plans for on-water feasibility investigations involving equipment that is fixed or tethered to the seabed. This includes the installation and operation of floating LIDAR devices, wave buoys and undertaking geotechnical investigations. Aventus is preparing Management Plans for three of the 12 Gippsland offshore wind farm projects. Our experience in preparing Environment Plans in the offshore oil and gas space, our long history of working in the NOPSEMA regulatory space, combined with the expertise of our Principal HSE & Risk Consultant Pepper Shepherd in the design and implementation of HSE management systems, means that we’re perfectly placed to prepare these plans, which are heavily focused on work, health and safety (WHS) management system. On June 26, 2024, the Alberta Energy Regulator (AER) announced updates to Directive 011, Industry Parameters and Liability Costs, following its information session on June 13. This release marks the beginning of scheduled updates to the Liability Management Framework (LMF) and the planned removal of the Liability Management Rating (LMR) and Licensee Liability Rating (LLR) in October 2024. This initial phase of the AER's proposed two-year update to industry liability estimates focuses on revising well abandonment costs across Alberta. The proportional adjustments in tubing and rod well abandonment costs by geographic area are detailed in the graphic below. 360 Engineering & Environmental Consulting has conducted a comprehensive review of the updated Directive 011 values across geographic areas and completion types. This assessment included benchmarking against 360’s proprietary data and internal Asset Retirement Obligation (ARO) methodologies.
