⏳Commissioner-designate grillings are just around the corner! With just one week to go before the hearing of Dan Jørgensen, Commissioner-designate for Energy and Housing, we’ve rounded up the key takeaways from his answers to the written questions addressed to him by the European Parliament. 🙌 We are happy that his answers recognise energy efficiency as a tool for: ✅ Addressing affordable housing and energy poverty ✅ Enabling a cost-effective decarbonisation ✅ Strengthening the resilience of Europe’s energy sector and economy 👏 Dan Jørgensen also places a strong emphasis on the energy efficiency of buildings and commits to making more financing, both public and private, available to boost the efficiency of homes – namely via the Social Climate Fund and the revision of state aid rules, but also by ensuring investments for energy efficiency in the EU Clean Energy Investment Strategy. Despite the answers failing to recognise the role of energy efficiency in facilitating the electrification of the EU’s energy system, Dan Jørgensen shares a welcome understanding of energy efficiency as an effective means to achieving many of the EU’s goals, from competitiveness and resilience to affordable housing and lower energy prices. To quote Ventex Studio founder Steven Gray on #ukenergytransition "we have to find a model the money can fund". Last week's move on strike price by Chris Stark and the team Department for Energy Security and Net Zero delivered 9.6 GW of renewable energy projects. The decision to increase strike price from £44/MWh to £73/MWh delivered 9.6GW vs ZERO in the 2023 auction. A model was found the money could follow. Steve and other E-FWD members know I like to look stare for hours across the North Sea to Denmark for inspiration where capital from the likes of Copenhagen Infrastructure Partners has been flowing for decades to green energy at a far greater pace than in the #uk. This is what I see: 1. Stable Regulatory Frameworks : Denmark has a stable, long-term energy policy. Cross-party support for goals like 55% renewable energy by 2030 this ensures investor confidence, as policies don’t swerve around after every election. Cross party support drives investor confidence - simple. 2. Public-Private Partnerships: Denmark fosters collaboration between the government, private companies, and local communities, sharing costs and risks. The Middelgrunden wind farm is an example, partly owned by members of the local community. 3. Green Bonds : Denmark pioneered the use of green bonds to raise money for environmentally friendly projects. 4. Local Ownership : Denmark promotes local ownership of renewable projects, giving communities a direct stake. In Middelgrunden, locals invested and now share in the profits. and finally and crucially 5. Strong Government Support The Danish government has consistently backed renewable energy. Early days policies like feed-in tariffs ensured a fixed price for renewable power reducing risk for investors and encouraging projects like wind farms. 🔍 Public scrutiny is crucial for preventing the misuse of EU funds and ensuring public money benefits those who need it most. EU Member States need to create safe spaces for civil society organisations so they can actively participate in policy decisions and bring about a just energy transition. ☑ The European code of conduct on partnership, which guides effective participation in EU programming, is vital for upholding the rule of law. 💰 By investing in public services and working with local authorities, we can ensure fair access to essential resources and services. Public institutions and local authorities must develop neighbourhood-based climate plans, foster partnerships to strengthen our local economies and uphold the principle of leave no one behind. 💸 But realising this vision requires adequate funding to build capacity and foster effective public participation. Our Head of Policy and Communications, Olivia Smalley joined over 60 organisations today in Portcullis House to pitch an inquiry to the new Energy Security and Net Zero Committee. Pitching on behalf of the three UK Heat Pump Trade Bodies (Heat Pump Association (HPA), Ground Source Heat Pump Association and Heat Pump Federation ) we called for an inquiry into the impact of the current high electricity-to-gas price ratio on the decarbonisation of heat, adoption of heat pumps and wider electrification. A major barrier to heat pump adoption is the price of electricity relative to gas, currently about four to one. This imbalance, driven in part by environmental and social obligations (green levies) applied disproportionately to electricity, which fund decarbonisation initiatives, unfairly penalises those early adopters of low-carbon heating. We called on the Committee to look into: 1️⃣ How the current energy pricing framework is affecting the deployment of heat pumps and wider electrification of the economy 2️⃣ Other existing international markets to establish the importance of relative gas and electricity prices in successful heat pump deployment 3️⃣ Policy recommendations and actions to lower electricity costs relative to gas to ensure that the lowest carbon heat is also the lowest cost heat. There is one week left for your input to be included in the ACHP’s proposed action on housing, climate-smart buildings, climate-friendly transportation, and clean energy. The ACHP is taking public comment through Wed. October 9 on the proposal that will make it faster and easier to meet the nation’s climate and housing goals while preserving historic properties. This is in keeping with the Biden-Harris Administration’s all-of-government approach to accelerating permitting and reviews to deliver on our infrastructure and clean energy future. This draft program comment is the most significant step the ACHP has taken to date in implementing the agency’s climate and housing policy statements, enacted last year.
