DON’T CHANGE THE THINGS THAT ARE IMPROVING! I was really pleased that last week we at GTA England Limited shared the thoughts of our Employer Reference Group with government on what should be considered when designing a Growth and Skills levy. One of the most interesting and powerful messages was that employers of all sizes (but particularly SMEs) can become frustrated when the system they are trying to navigate isn’t given the time to gather employer/learner/educational esteem and improve itself organically before it is reformed at a system level again. Employers are asked to do something new or engage with a new approach, often at short notice and with little engagement, and sometimes at that wonderful point when they had just got used to the thing being replaced! This view was backed up for me last week when I was on one of my member visits. The individual I was meeting told me of how fantastic the newly revised engineering apprenticeships were when compared to their predecessors. The standard was better, the EPA more proportionate and the learner and employer experience vastly improved. The (GTA England facilited!) employer trailblazer group had listened to feedback, learned from real-life experiences, and simply made the apprenticeship better within the existing parameters. Iterative improvements on a reformed product which, itself, was better than what had previously existed. The system can be refined. Things could be quicker, greater flexibility would be welcomed and the funding band system needs a way to address inflation where it has bitten (and continues to bite) hardest. There is, however, a huge amount of value in the employer-led reforms that have taken place over the last decade, some of which is only now becoming evident and some of which we haven’t yet fully realised. The government should heed the words of our Employer Reference Group when thinking about reform: “the credibility and currency of apprenticeships and technical qualifications (in England) would be greatly increased if the overall system was given sufficient time to become effective”

It is positive to see more funding going to apprenticeships for young people. Apprenticeships can be a powerful tool for social mobility. But they need to be accessible to those from lower socio-economic backgrounds. To bolster the nation’s workforce and address lingering concerns over skills shortages, Prime Minister Rishi Sunak has announced a substantial investment of £60 million into apprenticeships over the coming year.
