When your state is known for having a "midnight sun," it might just be a good candidate for community solar. Alaska's Senate unanimously passed SB 152 out of the chamber and is now awaiting a vote in the House. This bill enables virtual net metering in the state and directs the Regulatory Commission to ensure low- and moderate-income participation rate of 30%. Distributed energy like community solar has loads of benefits for all ratepayers and can make the electric grid more reliable—a positive thing for any region—but has particular usefulness in less populated places like Alaska. Last year’s CPUC Virtual Net Energy Metering decision has burdened properties with multiple meters, such as rental properties, schools, universities, city governments, farms, and businesses, by taking away their ability to self-consume their on-site solar generation. This ruling further exacerbates the disparity in access to renewable energy, creating additional obstacles for nearly half of Californians who are renters. SB 1374 presents the opportunity to reverse this harmful policy and establish renewable energy self-consumption rights for all Californians as it will allow customers to use the energy that they generate on their property, rather than selling and repurchasing it from the utilities. The passage of SB 1374 will be a step towards California's energy and climate goals by including the multi-family housing market in the energy transition, which has lagged behind single-family homes due to exclusive policies. Get your legislators to vote yes on SB1374. This is our chance to push back on the CPUC’s decision to impede access to VNEM by making it more challenging for businesses to utilize the energy they create on- or off-site. Distributed generation allows for dense urban areas to produce their own energy to unburden the grid and provide additional capacity where it’s needed. SB1347 will be corrective action by requiring the CPUC to allow for virtual net metering.

New 2025 California Building Energy Efficiency Standards (aka CA Energy Code or Title 24, Part 6) were approved by the California Energy Commission yesterday. The new requirements will go into effect for new and renovated residential and commercial buildings January 1, 2026. For the solar thermal industry new mandatory requirements for pool and spa heaters add solar pool heaters as a prescriptive compliance option (see Section 110.4 (b) and (c). To qualify, total collector area must be at least 60% of the total pool and spa surface area for residential systems and at least 65% for non-residential and multi-family. Collectors must comply with ICC 901/SRCC 100 for collectors and ICC 902/PHTA 902/SRCC 400 for complete solar pool heating systems. New Appendix JA-16 provides more details, including a requirement for product ratings. SRCC certifications to OG-100 and listings to ICC 902/PHTA 902/SRCC 400 provide compliance solutions for solar pool heater manufacturers to meet the new code.
