As 2024 draws towards its close, children across the world remain under attack. With the laws of war increasingly violated, they have become frontline targets with devastating consequences. From widespread killing, maiming, abduction and sexual violence to recruitment into armed forces and groups and strikes on schools, hospitals, essential water facilities and food supplies – children living in conflict zones around the world continue to experience violence and abuse on a shocking scale. We believe that children's wellbeing must be a guiding principle for the EU's global agenda. This was our message on World Children’s Day, when the Plan International EU Office participated in a critical public hearing by the European Parliament’s Public Health Subcommittee. We shared our insights on how the EU and its member states can better support the wellbeing of children globally, particularly those in humanitarian settings and impacted by war, conflict and crisis, and proposed key actions to help the EU achieve this goal. Plan Europe strives to ensure that the promotion and protection of the rights of the child is a priority for the EU’s external action in policy and practice. The European Union (EU) is one of the world’s largest and most important development and humanitarian actors, and influencing its policies, programmes and diplomatic actions has the potential to positively affect the lives of hundreds of millions of children in developing countries. We therefore aim to influence EU external action in favour of children’s rights and equality for girls. If we are to achieve our ambitions and deliver the results we seek for children, business as usual approaches will not work. We will push the EU to do more, and do it better, to ensure that all children enjoy their rights and no one is left behind.

We are glad to see the re-establishment of the Children's Rights European Parliament intergroup in the new institutional mandate. Its work will be critical in the years to come. Plan International new statement: Leaders must act without delay as Amnesty International report concludes genocide in Gaza. 6 December 2024 Responding to Amnesty International’s report concluding that Israel is committing genocide against the Palestinians in Gaza, Dr. Unni Krishnan, Global Humanitarian Director at Plan International said: “Amnesty International has concluded that Israel is committing some of the worst crimes imaginable against Palestinians in Gaza. It comes after the UN Special Committee concluded that the policies and practices of Israel against Palestinians in Gaza are consistent with the characteristics of genocide. “World leaders must act without delay and push for an end to this horrifying violence. We need an immediate, unconditional and complete ceasefire now, followed by full cooperation with international legal processes. We also reiterate our call for States to immediately halt all arms sales to Israel. The world cannot turn a blind eye while these arms devastate the lives of #Palestinian children and other civilians in Gaza. “We hope this report brings much-needed scrutiny to Israel’s brutal military campaign and helps end a culture of impunity that has allowed civilians to be deliberately starved, bombed, and massacred without accountability. At least 44,000 people have now been killed in Gaza, with children and women making up nearly 70 per cent of verified victims. The release of the 2025 Global Humanitarian Overview confirms unspeakable human suffering due to conflicts lacking political solutions and the normalisation of IHL violations. Indiscriminate attacks on civilians and humanitarian workers, the bombing of schools and hospitals, and the use of starvation and sexual violence as methods of warfare are devastating communities all around the world. The EU must step up its efforts and help lead the international community towards fully funding the GHO. Today, we are attending the “Children’s rights and evolving humanitarian crises” international conference, hosted by Ministry of Foreign Affairs Belgium, UNICEF Belgium and Plan International Belgium. With 1 in 5 children living in or fleeing conflict zones, and over 1 billion children in countries at extreme risk of devastating climate impacts, the international community has no time to lose. We must act decisively. This discussion is especially relevant for the EU at the start of a new institutional mandate. In June, EU member states updated the EU guidelines on Children and Armed Conflict - a key step toward protecting children in conflict zones. The new mandate must now ensure the effective and transparent implementation of these guidelines, turning intentions into concrete actions. Until every child has every right. On 20 November, the world marks 35 years since the historic agreement of the UN Convention of the Rights of the Child, the most widely ratified human rights treaty in history. However, far too many children are deprived of their rights. It is up to all of us to demand that decision-makers fulfil their commitments and take action. On this World Children's Day, and as the new EU mandate is taking shape, children are joining Members of the European Parliament to bring forward their priorities and discuss how policy-makers can further promote their rights.
