About us
The Euro-African Dialogue on Migration and Development (Rabat Process) is a regional migration dialogue. Since 2006, the Dialogue has offered a framework for consultation, bringing together countries of origin, transit and destination of the migration routes linking Central, West and Northern Africa with Europe. 57 state partners and additional key stakeholders, including the European Union (EU) and the Economic Community of West African States (ECOWAS), are involved. The result is an open Dialogue between national authorities about technical and political questions related to migration and development. The Rabat Process was founded in 2006 as a dialogue platform for national authorities of the countries of origin, transit and destination along the West and Central African migration routes. The initiative was based on the acknowledgement that finding a response to migration flows required a coordinated response from all concerned countries. At the time, major migration routes crossed the Strait of Gibraltar or led to the Canary Islands. The conviction that it was not exclusively the responsibility of Spain and Morocco to manage these migration routes gave the impetus to France, Morocco, Senegal and Spain to create the Rabat Process. The dialogue was officially established at the first Euro-African Ministerial Conference on Migration and Development organised in Rabat in 2006.

#InFocus 🌍 High-level representatives from 45 partner countries and international organisations gathered in Portugal on 29-30 January to conclude Portugal's Chairmanship of the Rabat Process and welcome Nigeria as Chair for 2025. 🤝 Portugal’s Chairmanship prioritised diaspora engagement, mobility schemes for sustainable development, and innovative mobility pathways, emphasising stronger cooperation between Africa and Europe. 🤝 Nigeria’s Chairmanship will focus on stronger regional and bilateral partnerships, enhanced policy coherence, and meaningful outcomes, including addressing climate-induced mobility, combating human trafficking, and enhancing reintegration. 107 Senior Officials and participants from the Rabat Process partners met in Porto this week to review progress on the implementation of the Cadiz Action Plan and to officially hand over the Chairmanship from Portugal to Nigeria. We discussed: ✔️ The latest migration-related developments, as shared by IOM, UNHCR, UNODC and ICRC. ✔️ A review of the activities and achievements of the Portuguese Chairmanship 2024/2025. ✔️ Overall progress achieved in the implementation of the Cadiz Action Plan since its adoption in December 2022. ✔️ Nigeria's vision and priorities for its 2025/2026 Chairmanship. 🤝 We would like to thank #Portugal, including Rui A. 👉 Let us reflect on some of the key milestones of #Portugal's Chairmanship of the Rabat Process in 2024, which will culminate in next week's Senior Officials Meeting in Porto: ❇️ DYNAMIC CHAIRMANSHIP: Under the Portuguese Chairmanship, new meeting formats were introduced, including a side event with 10 #CivilSociety Organisations (a premiere for the Dialogue), a field visit to Cabo Verde's Migration Observatory, and high-level roundtables. The Chairmanship also delivered innovative policy recommendations, and enhanced visibility, fostering a legacy of #inclusivity and #resultsdriven engagement. ❇️ 3 THEMATIC AREAS: Activities in 2024 focused on three of the five Areas outlined in the Cadiz Action Plan. Particular attention was paid to Development benefits of migration / Root causes of irregular migration and forced displacement (Area 1); Regular Migration and Mobility (Area 2); and Protection and Asylum (Area 3). ❇️ SYNERGIES with the Khartoum Process: Under the Portuguese Chairmanship, synergies with the Khartoum Process were further enhanced through the organisation of a Joint High-level Meeting on Innovative Pathways for Skills Mobility in Lisbon, co-chaired by Egypt. ❇️ A NEW NETWORK: 2024 saw the launch of a Network of National Focal Points for Missing Migrants. Organised by the International Committee of the Red Cross - ICRC with support from Switzerland, The Gambia, and the Rabat Process Secretariat, the Network aims to catalyse government action to clarify the fate of #missingmigrants. 🙏 We sincerely thank Portugal for its commitment and actions to promote dialogue and collaboration within the Rabat Process region.
