About us
The Euro-African Dialogue on Migration and Development (Rabat Process) is a regional migration dialogue. Since 2006, the Dialogue has offered a framework for consultation, bringing together countries of origin, transit and destination of the migration routes linking Central, West and Northern Africa with Europe. 57 state partners and additional key stakeholders, including the European Union (EU) and the Economic Community of West African States (ECOWAS), are involved. The result is an open Dialogue between national authorities about technical and political questions related to migration and development. The Rabat Process was founded in 2006 as a dialogue platform for national authorities of the countries of origin, transit and destination along the West and Central African migration routes. The initiative was based on the acknowledgement that finding a response to migration flows required a coordinated response from all concerned countries. At the time, major migration routes crossed the Strait of Gibraltar or led to the Canary Islands. The conviction that it was not exclusively the responsibility of Spain and Morocco to manage these migration routes gave the impetus to France, Morocco, Senegal and Spain to create the Rabat Process. The dialogue was officially established at the first Euro-African Ministerial Conference on Migration and Development organised in Rabat in 2006.

#MissingMigrants 👉 Today, on International Migrants Day, we would like to honour the resilience of migrants and reflect on the pressing issue of missing migrants - individuals who disappear along migration routes, leaving families in anguish. The Rabat Process has been supporting the newly founded Network of National Focal Points for Missing Migrants, organised by the International Committee of the Red Cross - ICRC and co-convened by Switzerland and The Gambia. By supporting this Network, we strive to improve cross-border cooperation on missing migrants, strengthen identification systems, and provide support to grieving families. 👀 Get first-hand insights into the preparations for the forthcoming Nigerian Chairmanship of the Rabat Process! In a recent preparatory mission, the Rabat Process Secretariat met with key stakeholders and migration-related agencies in Abuja to prepare Nigeria's Chairmanship which will begin in early 2025. 🤝 The ICMPD delegation was led by Monica Zanette, Head of Pan-African Initiatives, and Jean-Charles de Cordes, Coordinator of the Rabat Process, who represented the Dialogue at the National Migration Dialogue 2024, organised by the National Commission for Refugees Migrants and Internally Displaced Persons (NCFRMI). 🙏 We would like to thank the Federal Ministry of Humanitarian Affairs, and Poverty Alleviation , the Ministry of Foreign Affairs, the National Commission for Refugees Migrants and Internally Displaced Persons (NCFRMI), the Nigerians in Diaspora Commission (NiDCOM), the NATIONAL AGENCY FOR THE PROHIBITION OF TRAFFICKING IN PERSONS (NAPTIP), the National Population Commission, the NIGERIA IMMIGRATION SERVICE(NIS), the Federal Ministry of Labour and Employment, the EU Delegation to Nigeria, and IOM Nigeria. Today we celebrate a significant milestone! The 🔟th anniversary of the Khartoum Process! And we have a big announcement about the future of the Dialogue: ➡️ Just as the Khartoum Process was established 🔟 years ago at its 1st Ministerial Conference in Rome on 28 November 2014, the future of the Dialogue will be significantly shaped by the upcoming ✨ 2nd Khartoum Process Ministerial Conference ✨ , which has been confirmed to take place in Cairo on 9 April 2025! It will be an opportunity to celebrate past achievements and set future priorities. Over the past decade, we have: ✅ Strengthened cooperation between countries of origin, transit and destination along the migration routes between the Horn of Africa and Europe. ✅ Enhanced capacities to combat trafficking and smuggling of migrants, as foreseen in the Rome Declaration adopted 10 years ago. ✅ Expanded the thematic scope of the Dialogue to a comprehensive approach to migration, in line with the priorities addressed under the Joint Valletta Action Plan (JVAP) and beyond. 🤝 This journey has been possible thanks to the commitment of our partners and stakeholders who share a vision of a safer, more sustainable migration framework. We are entering the final stretch of the Portuguese Chairmanship of the Rabat Process! Watch the interview filmed at the launch of the Chairmanship in February! What have we been working on since then? Take a look: ❇️Entrepreneurship and diaspora engagement❇️ In a thematic meeting, we addressed challenges to diaspora engagement, especially for women and youth, through dialogue with CSOs. The result: 22 recommendations to enhance socio-economic impacts and skills transfer for national development. 🤝 Co-organisers: Portugal, Senegal ❇️Regular migration and mobility schemes❇️ A thematic meeting explored new labour mobility schemes, resulting in 30 recommendations. Discussions emphasised cooperation between countries of origin and destination. + Field visit to Cabo Verde University, focusing on data and information-sharing featuring the Cabo Verde Migration Observatory. 🤝Co-organisers: Cabo Verde, Portugal ❇️Innovative pathways for skills mobility❇️ Together with the Khartoum Process, we organised a Joint High-Level Meeting. One of the most read publications hosted on our website is our study on the #rootcauses of emigration in #WestAfrica, published in 2018: "Social Immobility versus - Social Mobility the Root Causes of International Emigration”, written by Nelly ROBIN of the IRD (French National Research Institute for Development). Favouring a #qualitativeresearch approach, this study proposes to examine the causes of emigration in the Rabat Process region from the perspective of the main actors of migration – aspiring migrants, migrants and their families. Time flies! About two years ago we met in Brussels to discuss #remittances and #sustainabledevelopment. ➡️ The meeting was a mutual learning experience that improved the technical understanding of remittances and contributed to the replication of successful initiatives. ➡️ 140 participants gathered in Brussels and connected online, representing 38 European and African countries from the Rabat Process and the Khartoum Process and over 30 international and non-governmental organisations. ➡️ The outcome document provides an overview of the main takeaways of the meeting, and reports on the best practices, challenges, and opportunities related to remittances and sustainable development as highlighted during the discussion. 👉 Read the full meeting report here: https://lnkd.in/dQSKz-xq Thank you to our co-chairs Belgium and Ghana as well as all speakers and participants!
