Sometimes expertise is not enough! Have you ever asked yourself how the European Commission drafts policies with its expert groups and what determines when these drafts are finalized? 🇪🇺 Have you wondered what holds up the development of European Public Sector Accounting Standards #EPSAS by the European Commission and its expert group? My latest research article in JCMS: Journal of Common Market Studies suggests that the European Commission’s policy drafting resembles a policy design process. I conceptualise the mechanism linking policy incentives and drafts and I find evidence that design integrity matters: Expert endorsement of possible solutions depends on the coherence, consistency, and congruence of of policy objectives and instruments.
