On Tuesday, the Permanent Mission of Ireland to the United Nations, New York hosted a discussion on the humanitarian carve-out established by Resolution 2664 with Security Council members, the International Committee of the Red Cross - ICRC, the Norwegian Refugee Council and the author of the International Peace Institute (IPI)’s recent report on the carve-out. It is clear that the Security Council must now decide to apply the carve-out to the ISIL/Al-Qaida sanctions regime on a standing basis, in order to safeguard the delivery of humanitarian assistance.
