Many things cannot be done without breaking laws, harming humans, or disrupting society. I came across that brilliant statement in the article about superhuman AI by Dario Amodei (https://lnkd.in/e2uuWfkJ). The key point here is that AI's ability to act should be restricted by laws, ethical rules, and similar frameworks. But what if a superhuman (!) AI begins a debate in which it convinces its human supervisors to lift these limitations? AI the tempter, be like.
