Key Highlights: Since the last Skills Shortage Bulletin, the UK elected a new Labour Government, coming to power with the ambition to ’kickstart economic growth’ and ‘break down barriers to opportunity’. The Association of Colleges highlights how the Labour Government, through its new body Skills England, might be able to work in partnership with the sector to better deliver on the government’s central missions through local skills planning or reform to the Apprenticeship Levy. The Edge Foundation, similarly concerned with current declines in apprenticeship starts for young people, introduce our recent report on how to increase the flexibility of the levy for employers whilst improving its capacity to help deliver government priorities regarding young people and SMEs. Leadership and investment is required immediately. A dynamic skills system will be important to support and reskill workers in the one million jobs lost from declining occupations by 2035, as National Foundation for Educational Research (NFER) argue. The Learning and Work Institute anticipate that while between 2021 and 2035 the proportion of the working age population qualified to a higher education level will rise by 5 ppts to 49%, another one third of working-age adults will still only be qualified at or below GCSE or equivalent level. Last year, I had the privilege of representing IntoWork Australia at the Paul Ramsay funded research into Reimaging the Employment Services System in Australia. The release of these reports is a worthwhile read for anyone involved in the "system" of employment services. As a veteran in the sector with exposure to employment, apprenticeship, training and disability services, engaging in this research has highlighted the need to consistently reflect on operating models and relationships, ensuring client-centred approach remains at the forefront. Pathways for individuals continue to diversify, with social enterprises driving forward innovation and options that will lead to meaningful success for those furthest from employment. These pathways needs to be increasingly considered within the approach to supporting individuals - as does the needs for greater exploration of Apprenticeship journeys. The Federal Budget 2024 contains a suite of initiatives which underline a commitment to address significant skills shortages in a range of occupations and industries. MEGT welcomes measures such as extra support for the Australian Apprenticeships Incentive System (AAIS), particularly in areas such as construction and new energy. The announcement of $55.6 million for the Building Women's Careers Program to support and promote women in male-dominated sectors, clean energy and advanced manufacturing is also a significant step towards addressing gender imbalance and skills shortages in these areas. Our great Australian workforce requires a consistent pipeline of skills to ensure it can deliver a range of targets, including those made under the National Housing Accord. “Recognising that the actions we take today will impact future generations.” Year 9 student, The Crest Academy. This was the answer when I asked the question: “does anyone know what sustainability means?” to a group of 150 tired and sleepy 14 year olds early this morning - the future is bright! It was great to get my own session booked in as part of Social Mobility Green Skills Week which is now firmly in full swing with: ➡️62 Corporate Responsibility & Sustainability professionals from 48 businesses visiting; ➡️34 schools to take part in; ➡️42 career talks or career fairs in Birmingham, Blackburn, Bolton, Coventry, Durham, Edinburgh, Glasgow, High Wycombe, Leicester, Liverpool, London, Luton, Manchester, Newcastle, Northampton, Oxford, Rugby, Sheffield, Slough, Sunderland and Wokingham. The UK Government has set an ambition for two million green jobs in the economy by 2030. Businesses need the next generation of talent to be ‘green jobs ready’ in order to play a role in the transition to a net-zero/low carbon economy. Young people have a burgeoning desire to secure a green job yet lack knowledge and information about the requisite skills and qualifications needed and routes to entry. Furthermore, young people from lower socio-economic backgrounds, who are far more likely to be unable to afford a university education, are missing out on securing higher apprenticeship vacancies. On the back of the creation of the Corporate Responsibility & Sustainability Apprenticeship in 2021 and the subsequent impact report published in 2023, in partnership with The School Outreach Company, Amazon & Weil, Gotshal & Manges LLP, the ICRS | The Institute of Corporate Responsibility & Sustainability has launched Social Mobility Green Skills Week to place CR/sustainability professionals in classrooms in social mobility cold spots across the country to speak to young people about their career, job, skills and qualifications to inspire the next generation.
