Yesterday marked the launch of the "Align, Act, Accelerate" report from the EC's expert group on the interim evaluation of #HorizonEurope chaired by Manuel Heitor Manuel Heitor. In the continuity of the Letta's and Draghi's reports, this new report lays out 12 recommendations for the future of the European Research and Innovation Framework Programme (FP10) to achieve some main objectives: - A strong FP10 to drive Europe's competitiveness - An increased budget of 220bn€ - A radical simplification along with a few radical innovations within the programme It was great to hear explicit mention of #EuropeanUniversityAlliances during the launch, as well as in the report, as contributor to the building-up of the European R&I ecosystem. There are, some might consider bold, recommendations in the report, including establishing a Societal Challenges Council and getting rid of some existing sub-programmes currently in Horizon Europe. The latest #Align, #Act, #Accelerate report by the Commission Expert Group on the Interim Evaluation of #HorizonEurope Directorate has left me with mixed feelings. It took me some time to process my thoughts and pinpoint exactly what was bothering me. But here it is: 🚩 Industrial Competitiveness vs. Societal Challenges: The report’s conceptual split between these two areas feels like a backward step, almost as if they don’t deeply impact each other. RD&I efforts targeting “societal challenges with limited industrial potential” (sic) now risk being tokenized again in the Framework Program—a discouraging development for colleagues in #socialsciences, #humanities, #culture, and #creativity. 🚩 Elimination of Programs vs. New Councils: While the report recommends eliminating "redundant and underperforming programs" (sic), such as the #EIT and #EIE —which is fair—it simultaneously proposes establishing two new councils, including an Industrial Competitiveness and Technology Council, to oversee partnerships and more. I have some strong thoughts on the latter, but I’ll focus on the main issue: these innovation-oriented efforts will keep drowning in the contradictions of treating FP #funds as if they were private #investment capital. The timelines, project portfolio design, evaluation processes, and funding conditions aren’t aligned with the needs of industrial innovation. The result? Industries, particularly those actually investing in R&D and innovation, are indeed walking away from the FP. Opinions are my own.
