This looks very interesting as we have recently been discussing how to incorporate GESI and other local economic requirements into energy contracts and #climateprocurement: The Policy Catalyst is an initiative by GET.transform and implementation partners to provide integrated capacity building and technical assistance on vital regulatory building blocks. The “Effective Renewable Energy Tendering” window builds on the findings from the eponymous report and was jointly developed by GET.transform, the POWER FUTURES LAB, the Sustainable Renewables Risk Mitigation Initiative (SRMI) of the The World Bank’s ESMAP - Energy Sector Management Assistance Program programme and International Renewable Energy Agency (IRENA). It also draws on the expertise of GET.transform’s sister programme GET.invest. The window offers support to officials from finance and energy ministries, public utilities and energy regulators. Twelve countries from Sub-Saharan Africa are participating in the programme: Botswana, Eswatini, Ethiopia, Kenya, Lesotho, Liberia, Malawi, Mozambique, Namibia, The Gambia, Uganda, and Zimbabwe. Namibia has received approval for its first-ever The World Bank-financed energy project, which aims to enhance the reliability of the country’s transmission network and integrate more renewable energy into its electricity system. The $138.5 million project will be executed by NamPower, the national electricity utility. Satu Kahkonen, World Bank Country Director for Namibia, highlighted the significance of this project, noting Namibia’s leadership in transitioning towards a greener and more sustainable future. She emphasized that this project aligns with Namibia’s Second Harambee Prosperity Plan (HPPII) and will support NamPower in developing future renewable energy projects. NamPower’s Managing Director, Kahenge Simson Haulofu, expressed enthusiasm for the project, calling it a strategic investment crucial for maintaining the country’s electricity transmission network. He noted that the new transmission line will facilitate increased access to variable renewable energy (VRE) within Namibia and support regional electricity trading. Additionally, the development of the second utility-scale battery energy storage system will aid the integration and uptake of renewable energy plants. Ten years ago, the Development Bank of Namibia financed the 4.5 MW Omburu Sun Energy solar power plant near Omaruru. This was Namibia's first renewable energy transaction - to date bankers maintained that similar projects could only be funded with a Government Guarantee. We proved them wrong and created a new funding model that other financiers have readily embraced since. Owned by InnoSun Energy, the project was established following a power purchase agreement with NamPower in 2013. This pioneering venture not only reduced Namibia’s reliance on imported electricity but also paved the way for private sector involvement in power generation and green industrialisation. The project has also been instrumental in DBN accessing green credit lines that supported a number of renewable energy transactions, including Namibia’s first wind power plant. Over the ten year period, we have been able to support the renewable energy sector with funding of more than NAD 1 billion. While I vividly remember how challenging it was to structure the finance for this first project, I am exceedingly proud on how my amazing colleagues Mahevo Kadhepa, Hellen Amupolo, Erik K. de Waal and Metilde Nambahu have built on this first green transaction I led ten years ago.
