In 2024, HSE Research & Development achieved significant progress in advancing the HSE National Electronic Research Management System (NERMS), designed to help organisations to streamline research governance and ethics processes. Through extensive consultation with Research Ethics Committees (RECs), and researchers, we worked together to create a system tailored to the needs of those conducting research in or with the HSE and HSE funded organisations. NERMS aims to provide researchers with a single platform to facilitate all required research approvals, aligning with the HSE National Framework for Governance, Management, and Support of Health Research (RGMS Framework).   A major milestone this year was the development of functionality to facilitate the online submission of the research ethics standardised application form and the end to end management of REC processes. The pilot commenced in the HSE Dublin and Midlands region's Reference REC, marking a significant step towards modernising the research approvals process and improving consistency and efficiency in managing ethics workflows.   Looking ahead to 2025, we will work in expanding the functionality of NERMS and will support additional HSE regions and HSE funded services to adopt the system, building on the progress made this year. This will further strengthen its role in creating a more integrated and reliable research system, supporting research participation and collaboration across the HSE and its funded organisations.

In 2024, the HSE Research and Development (R&D) Office has strengthened its commitment to improving Ireland’s clinical trial infrastructure. Through close collaboration with national and industry partners, we are reducing barriers to clinical trial set-up and improving access to innovative treatments for patients. A key milestone in this effort is the launch of the updated Model Tripartite and Bipartite Clinical Trial Agreements (CTAs), developed in partnership with the Irish Pharmaceutical Healthcare Association (IPHA). Both agreements are designed to streamline negotiations, reduce delays and costs, and enable quicker trial set-up. Dr Ana Terrés, HSE Assistant National Director and Head of Research & Evidence, also represents the HSE at the National Clinical Trials Oversight Group established by the Minister for Health earlier in the year. This group plays a vital role in improving Ireland's clinical trials landscape proposing sustainable solutions, with a view to creating more efficiencies in the clinical trials system. This effort aims at positioning Ireland as a global leader in clinical trials across pharma and MedTech sectors, ultimately leading to improved health outcomes for patients. Dr Ana Terres, comments on her role within the group: “Enhancing the clinical trial landscape is a top priority for us at HSE R&D. We know that greater research activity in health systems correlates to better health outcomes. The National Clinical Trials Oversight Group offers a crucial opportunity to tackle challenges and create a more cohesive and efficient clinical trial system in Ireland and the HSE will have a key role to play in this, in order to lead to tangible benefits for both patients and the research community. Delighted to see Ireland's first-ever National Mental Health Research Strategy published this week. The strategy is aligned with Recommendation 93 of our national mental health policy Sharing the Vision. The strategy provides a comprehensive framework to guide and advance mental health research in Ireland and will play a vital role in the improvement of mental health services. In 2024, HSE R&D continued its commitment to embedding Public and Patient Involvement (PPI) across all levels of health and social care research. This year, we funded a collaboration with the Irish Platform for Patient Organisations, Science, and Industry (IPPOSI) and the National Office for Research Ethics Committees and a fantastic group of content developers to create a suite of pilot online modules to support the involvement of PPI representatives in research ethics committees. The 6-week online course, co-designed and co-developed with stakeholders, equipped students with the knowledge and skills needed to actively engage in the ethical processes of health and social care research, including serving on Research Ethics Committees (RECs). The pilot course saw strong interest, with 19 students successfully completing the course. This included 2–5 students from each of the six Health Regions, and a mix of patient, carer, and public profiles. Just under half of the students were new to PPI in RECs, highlighting the course's important role in building PPI capacity. Dr Ana Terrés, HSE Assistant National Director and Head of Research & Evidence, added: “The HSE is committed to fostering a culture of ethical research that values the contributions of the public and patients, making research and its research ethics process, more accessible and transparent. As we move forward, we remain committed to ensuring that RECs represent a broad and inclusive range of voices. While this pilot course has concluded, we look forward to continuing these efforts, further empowering individuals in shaping research ethics.” This course highlights HSE R&D's dedication to integrating PPI across all research levels, ensuring that patients and the public play a vital role in shaping research. As 2024 draws to a close, we are proud to reflect on progress during the year in advancing Aim 2 of the HSE Action Plan for Health Research: Developing Research Support, Infrastructure, and Management. This year marked a key milestone with the appointment of the first Regional Directors of Research in HSE Health Regions. These roles are pivotal in implementing the HSE Research Governance, Management, and Support (RGMS) Framework, providing research ethical oversight, governance, management, and support services to promote research, transformation, and innovation within their region By strengthening local oversight and streamlining research support, these appointments enable alignment with national policies while delivering meaningful outcomes for patients and communities. Each Director of Research will oversee health and social care research conducted in their respective region, playing a vital role in supporting staff and fostering partnerships with academic institutions and the private sector. These efforts strengthen the role of research as a cornerstone of health and social care services. These developments reflect our commitment to integrating research in health and social care services while building robust governance structures to ensure excellence in research management and delivery.
