International Accord for Health and Safety in the Textile and Garment Industry

The International Accord is a legally binding framework agreement between global garment brands and trade unions with a mission to ensure safer workplaces in the textile and garment industry. The International Accord currently has country programs in Bangladesh (implemented by the RMG Sustainability Council) and Pakistan. The agreement promotes worker safety through independent inspections, remediation, and training programs and recognises the rights of workers to organise, refuse unsafe work and raise health and safety concerns. We recognise that safe workplaces cannot be ensured without worker participation in the journey to a safer garment and textile industry. Through the involvement of brands, trade unions, factories, and workers in the textile and garment supply chain, the International Accord pursues three main goals: 1. Promoting a culture of workplace safety by training Safety Committees and encouraging workers to identify, address and monitor safety hazards at factories. 2. Preventing fire, electrical, structural, and boiler safety accidents through an inspections and remediation program led by specialist, independent engineers. 3. Providing a trusted avenue for workers to raise safety concerns through an independent complaints mechanism.

  • Over 250 brands have signed the International Accord with IndustriALL Global Union and UNI Global Union, reaffirming their commitment to worker safety in the textile and garment industry. This is the highest number of signatories in the Accord’s 11-year history, highlighting a strong, collective effort to ensure safer workplaces for garment factory workers. In November 2023, brands and trade unions renewed the International Accord as a framework agreement to enhance health and safety in supply chains across Bangladesh, Pakistan, and other countries. This renewal extended their commitment for an initial three-year term, with an automatic three-year renewal—marking the longest Accord commitment to date. We extend our heartfelt gratitude to our brand, trade unions, and NGO signatories, whose support has been instrumental in advancing the Accord’s mission to improve worker safety in garment factories. Through safety inspections, remediation efforts, worker training, and the Complaints Mechanism, the Accord remains committed to creating safer garment and textile factories where no worker fears building accidents, can monitor health and safety daily, and raise Occupational Safety and Health (OSH) complaints without fear of reprisal.   • 🔈𝗣𝗮𝗸𝗶𝘀𝘁𝗮𝗻 𝗔𝗰𝗰𝗼𝗿𝗱 𝗛𝗼𝗹𝗱𝘀 𝗙𝗶𝗿𝘀𝘁 𝗔𝗹𝗹-𝗘𝗺𝗽𝗹𝗼𝘆𝗲𝗲 𝗠𝗲𝗲𝘁𝗶𝗻𝗴 𝗶𝗻 𝗣𝗮𝗸𝗶𝘀𝘁𝗮𝗻 On 26-27 November 2024, the Pakistan Accord conducted its inaugural All-Employee Meeting at Union Fabrics Limited in Karachi. All factory workers attended six sessions held over two days. Topics covered included rights and responsibilities under the Pakistan Accord and an introduction to the factory Safety Committee. Zulfiqar Shah, Country Manager, and Kirstine Drew, Chief Complaints Officer, provided opening remarks. The sessions were led by Numair Aman, Abdul Qadir, and Murtuza Ahmed, and featured active participation from all attendees. Materials and sessions were provided in Urdu, with informational posters displayed throughout the facility.   • The OSH Complaint Mechanism managed by the RMG Sustainability Council (RSC) in Bangladesh, recently received its 10,000th complaint.  This milestone is a testament to the trust workers and trade unions have in the Complaints Mechanism, built over the years to provide access to effective remedies. The Complaints Mechanism is a core element of the Accord’s Workplace Programs, enabling workers and their representatives to address safety and health issues. Complainants can choose to remain anonymous or have their identity kept confidential, with protection from retaliation. The Accord and the RSC strive to operate the Complaints Mechanism according to the effectiveness criteria for non-judicial grievance mechanisms outlined in the UN Guiding Principles on Business and Human Rights and HRDD legislative requirements. We congratulate the RSC Complaints Team for reaching this milestone of 10,000 complaints and thank Accord signatory companies, trade unions, and industry partners for their continued support of the Complaints Mechanism. Koen Oosterom (Head of Signatory Engagement) and Clara Kamphorst (Stakeholder Engagement Manager) joined approximately 150 representatives from signatory brands at these meetings which provided a platform to: ➡️ Share key updates on the International Accord, the Bangladesh Safety Agreement, and the latest developments on the Pakistan Accord ➡️ Discuss how the Accord can support brands and stakeholders in navigating the evolving HRDD landscape ➡️ Explore the potential expansion of the Accord to new countries, tiers of the supply chain, production processes, and product categories ➡️ Review brand commitments under the Accord, with recommendations for further actions to ensure workplace safety The Secretariat extends its gratitude to all participants for their insights, with special thanks to BESTSELLER, HEMA, and Kappahl Group for hosting the meetings in London, Amsterdam, and Gothenburg.   • 🔉𝟭𝟬𝟬 𝗙𝗮𝗰𝘁𝗼𝗿𝘆 𝗜𝗻𝘀𝗽𝗲𝗰𝘁𝗶𝗼𝗻𝘀 𝘂𝗻𝗱𝗲𝗿 𝘁𝗵𝗲 𝗣𝗮𝗸𝗶𝘀𝘁𝗮𝗻 𝗔𝗰𝗰𝗼𝗿𝗱 The Pakistan Accord achieved a significant milestone this week: the completion of 100 factory inspections for fire, electrical, and structural safety at covered factories in Sindh and Punjab, Pakistan. This milestone represents a significant step towards the implementation of the Pakistan Accord and the commitment of its signatories to promote workplace health and safety in their Pakistani supply chain. Since January 2023, 128 global brands and retailers have signed the Pakistan Accord to work with their suppliers on worker safety, collectively sourcing over $3 billion worth of goods from Pakistan. The factory base of these signatories includes over 500 suppliers in Pakistan, employing over 574,000 workers.
