At #COP29 Bilateral Meeting with The Commonwealth Secretary General, 14 November 2024 During this high-level meeting, the Ugandan delegation, led by the Minister of Water and Environment Hon. Sam Cheptoris, will discuss the Commonwealth's multifaceted support for climate action in Uganda, focusing on six key Commonwealth Climate Change Programmes. These include initiatives in climate finance, land restoration, NDC acceleration, geospatial data integration, and youth and gender inclusion, alongside efforts to build a climate-resilient health sector. Uganda's involvement in the Commonwealth Climate Finance Access Hub (CCFAH) has been instrumental, with Dr. Othniel Yila, the Commonwealth National Climate Finance Adviser for Uganda, actively supporting climate finance capacity-building and strategic project development. The CCFAH has significantly strengthened Uganda’s policy and regulatory frameworks, aiding the Ministry of Water and Environment in reviewing key policies such as the National Green Taxonomy and the Development Committee (DC) Guidelines for Uganda's Fourth National Development Plan (NDP IV). Additional support includes creating screening guidelines for climate finance proposals and developing Terms of Reference for Uganda's Climate Finance Task Force. The CCFAH also promotes youth and gender-responsive climate action, highlighted in Uganda’s recent training workshops and its role on the Living Lands Charter Advisory Group, reflecting Uganda’s active leadership within Commonwealth climate initiatives. The discussion will also cover Uganda’s recent and forthcoming proposals, including a gender-focused methane reduction project under the @Africa Climate Change Fund and a health sector adaptation proposal with World Health Organization, aligned with Uganda’s updated NDC. These initiatives underscore Uganda's commitment to achieving impactful climate action outcomes through Commonwealth partnerships, fostering resilience and sustainable growth across sectors. He highlighted Uganda’s pioneering approach to climate mobility as part of a broader refugee management strategy, founded on the principles of inclusivity, adaptation, and long-term resilience. Key Takeaways: 🔹 Uganda hosts 1.7 million refugees with an open-door policy, enabling access to work, education, and healthcare, integrating them into local communities. 🔹 Through the Country Refugee Response Plan (UCRRP) 2022-2025, Uganda aims to bridge policy gaps related to climate-induced displacement.
