***VILLAGE HIGH STREET REGENERATION*** Zesta Planning Ltd are delighted to confirm that planning permission has been secured for the redevelopment of Heath Buildings in the heart of #Oxshott #Surrey High Street. The development includes the provision of 9no. apartments, 4no. high quality retail units and associated parking and storage areas. The existing building is in a very poor state of repair and operating beyond its intended lifespan, rendering the existing apartments largely uninhabitable and the existing retail spaces below modern standards. The proposals have been designed with the local community in mind and will build on the independent businesses already thriving in the village, with the proposed modern retail units being occupied by various independent outlets not currently available. Furthermore, the high quality residential apartments proposed will add to the vitality of this part of the High Street, and will provide meaningful additional dwellings towards Elmbridge Borough Council's housing supply. These proposals are two years in the making and follow substantial levels of public engagement throughout to ensure that the right scheme for this locality was secured. **Care Facility Permitted** Zesta Planning Ltd are delighted to have secured planning permission at Malvern Planning Committee last week for Jacks Place Care - a well established (but previously unauthorised) farm-based day care centre for adults with learning disabilities. The decision came as a huge relief for our client after a series of enforcement notices, dismissed appeals and an uncertain future for the business. We managed to negotiate the retention of the unauthorised buildings and overcome concerns raised over the site’s remote, rural location. The project will deliver huge benefits to both the wellbeing of the local disabled community and to wildlife through the proposed planting of over a thousand new trees, wildflower meadows, an orchard and wildlife pond. A fantastic facility and a great pleasure to be involved. Last week we posted about a recent success at Planning Committee for housing in Norton, Gloucestershire. At the same Planning Committee, we were also granted full planning permission for a development of 13 dwellings in the village of Dumbleton, as part of cross-subsidy rural exceptions scheme. This comprises of 8 affordable homes, that are to be subsidised through the delivery of 5 additional market homes. A very challenging development indeed. Despite the Parish Affordable Housing Needs Assessment clearly showing the need for 8 affordable homes, and a Viability Assessment proving that this could only be delivered from the funding of 5 additional market homes, there were some extremely difficult challenges to overcome. This included the AONB and Conservation Area status of the site, as well as the close proximity of several listed buildings. Added to this, there was a vociferous local community who seemed hellbent in throwing as many obstacles in the way as possible. This included as attempt to have the site allocated as an ‘Asset of Community Value’ only 24 hours prior to the Committee meeting. We are delighted to say that our client’s perseverance paid off. We were able to address all the Council’s requirements in terms of design, layout, access design and landscaping to ensure that the development will respect the character of the AONB and Conservation Area. The application was approved resoundingly by the Planning Committee as a result. Congratulations to our client Debbie Brookes of ‘DB Land and Planning’. We look forward to seeing this built up and delivering much needed affordable housing in our rural villages. Thank you also to the client team whose inputs and professionalism played a massive part. **35 new homes at Norton ** It was another successful week last week at Zesta Planning Ltd, with two great new housing developments permitted at Planning Committee. The first relates to an outline permission for 35 dwellings (14 affordable) at the edge of one of Tewkesbury Borough’s Service Villages, Norton. Whilst located outside the Norton settlement boundary, the application was supported by the Council in view of the housing land supply shortage at Tewkesbury Borough. Here the Council concluded that the benefits of delivering much needed housing in this location justified the grant of planning permission. We worked collaboratively with officers and statutory consultees to deliver a scheme which all parties were happy with. This involved working very close with the Highway Authority. This ensured that much needed houses could be delivered in a truly sustainable location, which is located towards the urban edge of Gloucester and along the A38 corridor, one of Gloucestershire main transport routes. Working closely with Powells; URBAN ASPECTS LIMITED; Rappor consultants on drainage, transport and landscape SWIFT ECOLOGY LTD and EHP Consultants Ltd for Education contributions, a comprehensive submission was formed to ensure that the development was taken to committee with a resolution to permit. The Zesta team hopped on a train for a CPD trip to London last week. Day one was spent at the London Legacy Development Corporation studying the olympic park masterplan and discussing its delivery progress over the last 12 years. This included a tour of the London Stadium and walk through its inspiring parklands and residential zones. Day two included a walking tour of the Coal Drops Yard, an award winning heritage regeneration project next to Regent's Canal, nr Kings Cross. Shurdington Road, Cheltenham is a collection of five design-led, luxury new-build homes located nearby to Cheltenham. The planning and development team utilised our interactive 3D site plan and aerial view to help secure a tricky planning consent. The interactive model helped visually demonstrate the the design quality and low impactfulness of this stunning development scheme. In what otherwise could have been a lengthy and expensive reporting and negotiation process. We’re now collaborating with the development team to transform this model into an interactive marketing tool, empowering the developer to market the scheme totally off-plan!
