For me, the benefits of working with someone like ourselves is the wider ‘big picture’ understanding of compliance.
Rather than looking at markets individually, we look globally to see similarities, trends, challenges and what pharma companies need to put in place for serialization.
Serialization and traceability compliance continue to evolve. This year has and will see:
- Kazakhstan regulations coming into force
- China beginning their serialization journey
- US finally launching the DSCSA
And more markets will emerge and update in 2025 (Greece, Italy and changes in the UK market).

I had a privilege of presenting at the Regional Workshop on Advancing Paperless Trade Facilitation for Sustainable Development organized by United Nations ESCAP. During my presentation, I emphasized the transformative power of joint efforts in implementing international data models and standards to streamline and facilitate trade for the CAREC Program (Central Asia Regional Economic Cooperation) countries.
One of the highlights was Asian Development Bank (ADB)’s pioneering pilot initiative, the CAREC Advanced Transit System and Information Common Exchange (CATS/ICE). This initiative is a game-changer, featuring streamlined and harmonized transit documentation, a single electronic messaging system, and a risk-based and affordable guarantee mechanism that rewards compliant traders.
CATS/ICE stands out not only for its critical technical advantages over existing transit systems but also for enabling CAREC countries to seamlessly connect with EU markets and efficiently channel more cargo through the CAREC Corridor 2 or the Trans-Caspian Middle Corridor. When successfully implemented, this initiative promises to benefit a wide array of stakeholders, including traders, authorized economic operators, SMEs, transport groups, and insurance companies.
I also underscored ADB's exciting upcoming support initiatives for CAREC countries, which include assisting remaining members in joining the UN Framework Agreement on Cross-Border Paperless Trade, strengthening single window operations, and continuing capacity-building collaborations under the ADB-Korea Customs Service MOU. These initiatives are poised to further enhance trade efficiency and regional cooperation.
The transition to paperless trade is not just a step forward; it’s a leap into a transformative future that promises to reduce trade costs and promote sustainable development. Achieving this ambitious vision demands a unified regional effort, strong political will, and alignment with international best practices. Together, we can create a more prosperous and interconnected region.

The Regional Workshop on Advancing Paperless Trade Facilitation brought together representatives from 23 countries, international organizations and relevant Korean agencies and stakeholders.
The Republic of Korea, which achieved remarkable advancements in digital transformation of trade procedures across its entire supply chain and is a huge supporter of the #CPTA, shared its best practices in paperless trade, inspiring collaboration and innovation across the region. Other countries also showcased their efforts, driving progress in advancing #paperlesstrade towards sustainable development.

🌏Korea Elected as the Inaugural Chair of the Indian-Pacific Economic Framework Crisis Response Network
The Ministry of Trade, Industry, and Energy announced that the three implementation bodies of the Indian-Pacific Economic Framework (IPEF) Supply Chain Agreement have officially launched. Korea has been elected as the inaugural chair of the Crisis Response Network, which plays a key role during crises.
The Crisis Response Network, introduced by IPEF, is the world's first supply chain crisis response platform. It convenes emergency meetings within 15 days upon any member's request to discuss support measures like alternative supply sources and expedited customs clearance. Meetings can escalate to ministerial or head-of-state level. The network also develops response strategies, conducts regular drills, and evaluates existing policies to strengthen member capacities.
On July 24, Korea was unanimously elected as the chair of the Crisis Response Network (CRN) by all 14 member countries. Additionally, Japan was elected as the vice-chair, establishing a Korea-Japan-led global supply chain cooperation system.

2⃣ Innovation: Promoting high-quality development and sustainability through new technologies.
3⃣ Openness and Equality: Aspiring for a non-discriminatory, fair international ecosystem for conformity assessment.
4⃣ Cooperation: Enhancing international trust and recognition of assessment results, aiming for "one test, one certificate, global acceptance."

Exporters and economic operators transporting goods to #EU countries by sea or land must submit an Entry Summary Declaration (#ENS) dataset to the EU's Import Control System 2 (#ICS2) as it becomes mandatory from June 3onwards.
This submission includes a comprehensive commercial description, HS 6-digit commodity code, additional party information, and an Economic Operators Registration and Identification (#EORI) number. During a limited deployment window, #exporters must request ICS2 filing authorization from the member state where their registered EORI number is located. They can choose between a single complete ENS filing or multiple filings for clearance.

Great research about the economic integration in irregular cross-border trade (ICBT) that occurs between Malaysia-Indonesia, in particular the case of Sabah. This study discovers how the political border influences the negative perception of ICBT, although these ICBTs are still highly demanded not only among border community but also beyond that such as the consumer, as well as the trader themselves. [Singapore Customs and GACC sign EODES RCEP MOU, 11 Nov 2024]
At the 20th Joint Council for Bilateral Cooperation (JCBC), Singapore Customs and the General Administration of Customs of China (GACC) signed a Memorandum of Understanding (MOU) to expand the Electronic Origin Data Exchange System (EODES) to include Preferential Certificates of Origin (PCOs) under the Regional Comprehensive Economic Partnership (RCEP) Agreement.
Since its establishment in 2019, EODES has streamlined trade between Singapore and China by enabling the electronic submission of PCOs and Certificates of Non-Manipulation under the China-Singapore Free Trade Agreement (CSFTA) and the ASEAN-China Free Trade Area (ACFTA). This system ensures document authenticity, reduces manual processing, and saves time and costs for businesses.
With this MOU, Singapore and China will extend these benefits to RCEP PCOs. Businesses can expect faster transmissions, enhanced authenticity, and greater convenience when trading within the RCEP framework. This collaboration underscores both countries’ commitment to fostering seamless trade and strengthening economic ties.
A significant step forward in supporting businesses and promoting regional trade under the RCEP!
