Dear Structural Design Engineers, What is the one thing that gives us the most satisfaction? It is when our Designed Structure become a tangible reality and stands Tall and Proud. Right? BUT!!! Do you know what levels up this sense of satisfaction multifold? It is when you could also present and publish about that project in front of your peers. The road to innovation in construction isn’t easy (understatement of the year!). The risk-to-benefit ratio in our industry is so skewed to unfavorable side that it is usually preferred to follow the norms. That is why a structural engineer could rarely experience the 4th stage in their Project (Refer Image). If you’re reading this far, I owe you a quick overview of this boundary-pushing project. So, here’s the scoop: Currently rising in Nagpur, Maharashtra, is a 2.26 km flyover – but not your everyday structure! This one is built using Ultra-High Performance Fiber Reinforced Concrete (UHPFRC) with jaw-dropping numbers like 155 MPa in compressive strength and a tensile strength of 8 MPa. For India, this is huge (we don’t even have our own design code for UHPFRC yet!). So, yes, we’re truly venturing into new territory here. Stay tuned for PART 2 where I'll dive deeper into UHPFRC. Addressing Quality and Safety Issues in Building Construction Projects In recent years, the construction industry has seen a concerning rise in quality issues and fire accidents, particularly in new residential and commercial buildings. Having been in the industry for a long time, I’ve identified some critical factors contributing to these vulnerabilities: 1.Mechanical and Electrical Services : These essential components, including electrical work, plumbing, and firefighting systems, are often undervalued by developers and construction authorities. Despite accounting for 10-15% of the overall building cost, negotiations and price cuts lead to quality compromises. Many capable agencies are bypassed to save costs, resulting in severe contractor shortages and mid-project abandonments, compromising both quality and safety. 2. Electrical Conduit Laying: Often performed by unskilled labor or civil contractors, conduit laying without professional oversight leads to technical mishaps. This practice results in frequent issues like chokepoints in conduits, necessitating destructive corrections that cause delays and water seepages, as seen in several high-profile Mumbai projects. 3. Firefighting Systems: The use of second-hand, refurbished switchgear in firefighting pump panels due to poor contractor selection and unreasonable price negotiations poses significant fire hazards. These cost-cutting measures compromise system reliability, endangering lives and property. While developers often employ multiple layers of consultants and in-house teams to oversee these aspects, practical, on-the-ground checks are rare. Instead, a more effective solution lies in fostering a culture of trust and collaboration with competent contractors. This approach not only enhances quality and safety but also reduces manpower and consultancy costs. Observations from small-scale developers demonstrate that strong, cohesive teams working towards common goals achieve superior quality, safety, speed, and cost-efficiency. Reinstating trust and forming robust teams of skilled contractors is the key to addressing these pressing issues in the construction industry. Employees of Repair Construction (Mechanical) Deptt of SAIL, Rourkela Steel Plant achieve overall excellence The Repair Construction (Mechanical) Deptt that is RC(M) Department of SAIL, Rourkela Steel Plant (RSP) has scripted a series of success stories during the financial year 2023-24, particularly in the realm of centralized contracts and infrastructural improvements. The ingenious and innovative collective executed many an enterprising jobs to derive significant tangible as well as intangible benefits. For the first time, RC (M) finalized a centralized rate contract for standard guard fixing in belt conveyors, covering a total distance of 181 kilometers. Till date, 30% of this length has been successfully covered, marking a significant step in enhancing safety measures in conveyor operations. Similarly, Under the centralized structural painting rate contract, approximately 60,000 square meters of area have been painted across various units of RSP, including RMHP, SSM, CCD, COs, SMSs, BFs, Crane Maintenance, CRM, Pipe Plants, and PM, contributing to the plant’s maintenance and aesthetic upkeep. Besides, A hydraulic jack testing facility has been installed at the RC (M) Hydraulic Workshop, enabling the testing and certification of hydraulic jacks with capacities up to 500T. This is a first for RSP under section 29 of the Odisha Factory Rules, ensuring compliance and enhancing operational safety. These apart, the root cause of the long-pending rail track sinking problem at the 800T Torpedo Ladle Weigh Bridge (line-1) of Blast Furnace #5 was identified and rectified within a 45-day period during July-August 2023, resolving a critical operational bottleneck. On the Material Handling front too, many major jobs were carried out. To streamline the erection and dismantling of scaffolds for safe job execution at heights, a centralized scaffolding contract has been executed. As part of this, approximately 250 scaffolds have been erected and dismantled till date, facilitating critical projects. Technological structures amounting to 12 tons of structural steel were fabricated and erected for the development of the HSM-2 and SGP gates of RSP, enhancing the infrastructure and supporting smooth operational flow. These achievements underscore the commitment of RC (M) collective to continuous improvement and operational excellence at RSP.
