New ERA is the trade association representing the interests of businesses that offer, use and promote reusable packaging systems, services and products across Europe. Our aim is to move away from disposability and become truly circular and zero waste. We envisage a world of packaging reusable, convenient and sustainable for all. The reuse packaging value chain is composed of an heterogenous group of operators involved in different activities (e.g. manufacturing, delivery, logistics, infrastructure, transport, digitalisation, washing and cleaning) and sectors (e.g. HORECA, FMCG, e-commerce).

  • 📣We are excited to announce the launch of Hergebruik Nu (Reuse Now Foundation), the Dutch association championing reusable packaging solutions. Launched by cupstack and already supported by Dutch Cups B.V., MEIKO Group, HOBART GmbH, PackBack Circulware and SwapBox as affiliates, Hergebruik Nu is ready to transform the way the Netherlands thinks about reusable packaging. This new platform will drive advocacy efforts and collaboration across the Netherlands for reuse businesses. 🇳🇱As of January 1, 2024, the Netherlands has banned disposable cups in offices, festivals, and on-site catering under the EU Single-Use Plastics Directive. Yet, with shifting political priorities leaving this policy unenforceable, the need for action is greater than ever. Hergebruik Nu will address these types of challenges, providing a unified voice to promote reuse and influence national sustainability policies.   • ❗️EU Council adopts the Packaging and Packaging Waste Regulation After more than two years of legislative process, yesterday marked a milestone in the EU's journey towards reducing packaging waste and promoting reuse and refill practices. The Council officially adopted the PPWR, a transformative step in shaping how packaging is designed, produced, and managed across its entire life cycle. What does the PPWR aim to do? ✅ Harmonise national and EU measures. ✅ Promote high environmental standards. ✅ Ensure a smoothly functioning internal market. ✅ Establish mandatory reuse targets for the first time in EU legislation. The regulation provides a comprehensive framework of definitions and requirements, including mandatory reuse targets on certain packaging for the first time. ⏩️What’s next? Following its adoption by co-legislators, the regulation will be published in the EU’s Official Journal and enter into force shortly, although it will only become applicable 18 months later. Implementation by Member States and the secondary legislation published by the Commission will be fundamental to ensure the objectives of the PPWR are accomplished. 🌍This is a huge leap forward for a circular economy in Europe.   • ✍️Safety of food contact materials: 20 years of inaction on EU’s basic rules New ERA has joined Zero Waste Europe and 50+ organisations in calling for the urgent revision of the Food Contact Materials (FCM) Regulation. By signing this open letter addressed to European Commission President Ursula von der Leyen, we aim to spotlight the critical health risks posed by harmful chemicals in food packaging - including over 70 known carcinogens and endocrine disruptors. ❌With chemical exposure costing an estimated €157 billion annually and linked to rising cancer rates, infertility, and other health concerns, the need for robust, harmonised safety standards has never been more pressing. 📣The revision of this 20-year-old law began four years ago but remains incomplete. As part of our mission to advance safe and sustainable reuse systems, we strongly urge the European Commission to finalise and implement the revised regulation within this legislative term.   • 🌍 Global Plastics Treaty: the negotiations continue The journey towards a legally binding Global Plastics Treaty is far from over. Negotiated under the United Nations Environment Assembly (UNEA), the treaty aims to address plastics across their entire lifecycle. The objective was to agree on a final text last Sunday, but the latest round of talks (INC-5) in Busan, South Korea, concluded without a final agreement. A new session will follow to resume the discussions next year. ❗Key Updates: ◆ Core Debate: Over 85 countries back limits on plastic production and consumption, while others, including Saudi Arabia and Russia, argue for focusing on design, excluding production from the scope. ◆ Draft Progress: The draft treaty still has over 275 unresolved issues, highlighting disagreements on everything from principles and production limits to scope and financing. ◆ Consensus Challenges: Procedural rules have added to the challenges, with progress slowed as negotiators try to find common ground between ambition and consensus. 💪 Despite delays, global momentum for a robust treaty persists. Most nations support ambitious goals, including limiting production, promoting circularity, and funding a just transition, highlighting the importance of building a treaty that lasts.

    ⚽ Global Plastics Treaty: the game heads into extra time For those who haven’t been following the action from the kickoff, here’s a brief recap of the journey so far in the Global Plastics Treaty negotiations—a quick summary to get everyone up to speed and make sense of the LinkedIn posts you'll be seeing! 1️⃣ The context What is the Global Plastics Treaty? A global agreement being negotiated under the United Nations Environment Assembly (UNEA). Goal? To secure a legally binding treaty by the end of 2024 that addresses plastics across their entire lifecycle. News. After five negotiation sessions between 2022 and 2024, the latest round, INC-5, concluded on December 2 in Busan, South Korea. But with no final whistle blown yet. 2️⃣ Decoding the negotiations 🗝️ Key debates: what does "entire lifecycle" really mean? The playing field remains sharply divided. On one side the (over 85) countries are advocating for limits on primary plastic production and consumption. On the other, the so-called “Like-Minded” group, including Saudi Arabia, Iran, and Russia, insists that the "full lifecycle of plastics" should should begin at the design phase, effectively excluding production from the scope. ⚖️ Rules of the fame: consensus vs. progress. Rules of procedure have been a pivotal issue since the early negotiation sessions. At the heart of the UN’s multilateral principles lies the concept of "consensus". Less ambitious nations have strategically leveraged this to slow down and stall discussions. The challenge is navigating a delicate balancing act to find a path that aligns ambition with consensus. 📜 Drafting the treaty. Negotiation chair Luis Vayas Valdivieso presented two "non-papers" to bridge diverging positions. However, the latest draft remains fraught with over 275 brackets, reflecting unresolved debates on principles, production limits, scope, and financing. 3️⃣ Final whistle or halftime? The clock ran out without a deal, but the session has been “suspended” rather than closed, leaving room for a INC 5.2 negotiation round. At first glance, the lack of a finalized treaty might seem like a missed penalty. But taking a step back: - Ambition vs. reality: completing a treaty in under three years is an unprecedented, high-stakes move. - Elevated priorities: Plastic pollution, a crisis lingering since the mid 1960s, is finally being tackled comprehensively, addressing the entire chain rather than just waste management. - Global momentum: Most countries favor an ambitious treaty that limits plastic production, restricts toxics, promotes circularity, and funds a just transition. - Quality over speed: Rushing could lead to a fragile agreement—better to play the long game and secure a treaty built to last. [Note: I wasn’t in Busan’s BEXCO Center myself, this post draws from press articles and insights from negotiators across NGOs, businesses, and civil society.]

  • ✅ PPWR Moves Forward 🎉 After much anticipation, the European Parliament has officially approved the corrigendum text for the Packaging and Packaging Waste Regulation! The decision arrived in Strasbourg during Tuesday’s plenary and after the adoption by the ENVI committee. The decision was accompanied by the publication of the text in all 24 official EU languages. 🚩 What’s Next? The final step is the Council’s approval, expected this December, which will pave the way for the text's publication in the EU Official Journal. From there: ◆ Jan-Feb 2025: Regulation enters into force. ◆ Mid-2026: Application begins after an 18-month transition period. As we celebrate this progress, New ERA is already gearing up for the next phase: implementation and secondary legislation. We are committed to supporting our members, policymakers, and stakeholders to ensure reuse is at the heart of the PPWR’s success. The PPWR is central to the EU’s ambition to reduce waste, enhance circular economy practices, and achieve a climate-neutral future.
