Time for a Pause and Reflection: As the Year 2024 comes to an end, NEAR (Network for Empowered Aid Response)’s Secretariat is entering an offline Planning Period from 23 December 2024 until we are back online on 6 January 2025. We want to thank all of NEAR's members, partners, and supporters for all the incredible achievements we've accomplished together in 2024. Our team is looking forward to welcoming in 2025 with some exciting things in the works. We are wishing you a Happy New Year and a joyous and restorative Holiday Season. Until 2025!

Our Mission is to help bring about a world where local communities have the capacity, resources and agency to address the challenges that impact them. Our Vision is to work towards restructuring the global response to human, economic and environmental challenges so that actions to address these concerns are locally driven and owned, and promote equitable, dignified and accountable partnerships.

Representatives from organisations in Guatemala, Honduras, El Salvador, Nicaragua, Haiti, Colombia, Venezuela, and Brazil gathered to strengthen their ties and work together for a world where local communities have the resources and capacities to face their challenges. 🌱💪 During the assembly, we explored crucial topics such as: • 📊 Socioeconomic and political context analysis, both global and regional. • 💡 Lab initiatives in Latin America and the Caribbean (Colombia, Guatemala and Venezuela). • 🤝 Solutions fair, including advocacy work for the implementation of the Grand Bargain. • 📅 Planning for 2025. • 🚨 Early Warning System in Guatemala with ACCSS and Universidad Galileo. • 🗣️ Localisation panel with guest organisations: Oxfam Colombia Trócaire, Star Network, GNDR, Street Child. I’ve just returned from an inspiring few days at the Regional Humanitarian Partnership Week (#RHPW) 2024 in Bangkok by ICVA Network, Asian Disaster Reduction and Response Network (ADRRN), #CWSA, #UNOCHA where over 400 fellow humanitarians from across the Asia-Pacific gathered to explore how we can genuinely spark global change through local solutions. From the 10-12 December 2024. What struck me most was the collective will to move beyond rhetoric into tangible action. During the opening panel on “Localisation and Adaptation by Communities,” I had the chance to set the tone with a simple but challenging question: Are we, as humanitarians, part of the reason why localisation isn’t happening as we envision it? It wasn’t an easy question to ask—let alone answer—but I believe asking it is the first step to making fundamental, lasting shifts in how we operate. Throughout the event, I had the privilege of engaging in sessions that resonated deeply with me: 1. Faith Actors Value Addition: Sharing insights on how faith communities can strengthen localisation and climate resilience reminded me that our solutions often rest within the communities we serve, rooted in their values, traditions, and moral frameworks. 2. Coordinating the Pacific Way (FALE Pacific): Presenting how FALE Pacific reimagines humanitarian coordination to amplify civil society voices was a powerful reminder that sustainable change starts with those who know their communities best. 3. Localisation in Action (START Network & Pakistan Hub): Facilitating a discussion on how Pakistan’s hub was established highlighted the potential of locally led models. It demonstrated that when we trust and invest in local actors, they lead the way with innovative, context-specific solutions. These experiences reinforced a core belief: localisation is not just a buzzword; it’s a collective journey that requires humility, honest reflection, and genuine partnership. We must be willing to step back and ask hard questions about our current practices and systems. Only then can we truly empower communities and ensure humanitarian actions align with those most affected. Leaving Bangkok, I feel more committed than ever to fostering equitable, meaningful collaborations and ensuring that local leadership isn’t just encouraged and embraced as the driving force behind humanitarian responses. I’m grateful to everyone I met, listened to, and learned from. Here’s to rethinking our approaches and building a humanitarian ecosystem where local solutions spark global change. We are happy to announce that Hibak Kalfan, NEAR (Network for Empowered Aid Response)’s Executive Director, is on the Advisory Board of CHH-Lancet Commission on Health, Conflict, and Forced Displacement. Launched earlier this year, this commission aims to reimagine and reshape the humanitarian system. The CHH-Lancet Commission on Health, Conflict, and Forced Displacement is now on LinkedIn! The initiative was launched in January 2024 and is led by the Johns Hopkins Center for Humanitarian Health. It aims to rethink and reimagine the strategies, architectures, and delivery modes of humanitarian aid. The final report and recommendations are expected to be published by early 2026. The Commission's chair is Paul Spiegel and the co-chairs are Chi-Chi Undie, Ozge Karadag, and Karl Blanchet. We will be sharing updates, insights, and discussions at the intersection of health, conflict, and humanitarian response. This week at the Regional Humanitarian Partnership Week – Asia Pacific 2024 (#RHPW2024) in Bangkok, NEAR (Network for Empowered Aid Response) partner, National Alliance of Humanitarian Actors – Bangladesh (NAHAB) shared their initiative on Accounting Local Contributions. Community contributions can vary and are extremely valuable yet often overlooked in the humanitarian sector. This initiative is 1 of the solutions of Asia-Pacific Local Leaders Road Map 2025!

In the report you'll find a case study from NEAR - Network for Empowered Aid Response: “As a locally-led fund, NEAR's Change Fund has promoted and inspired peer-to-peer learning across the NEAR network.
