The Norwegian government has proposed NOK 35 billion (approximately EUR 3 billion) for a support scheme dedicated towards the first commercial floating offshore wind tender within the Vestavind F and Vestavind B areas. According to the press release, the government is making progress in following up on its ambitious plan to allocate project areas for 30 GW of offshore wind by 2040. Norway plans to conduct the next tendering round for offshore wind in 2025. After that, the government intends to hold regularly scheduled tendering rounds and state aid competitions leading up to 2040. Recently, the government held a public consultation on the proposed support scheme models for the areas Vestavind B and Vestavind F. “Norway has an enormous potential for floating offshore wind on its continental shelf, but because the technology remains immature and costly, state support is required to accelerate its development. That is why we are proposing an ambitious support scheme. The support scheme will enable the delivery of more power to Norway and pave the way for a new industrial adventure”, said Norway’s Minister of Petroleum and Energy, Terje Aasland. The Norwegian Water Resources and Energy Directorate (NVE) has been tasked with conducting a strategic impact assessment of 20 areas that may be suitable for the development of offshore wind. The strategic impact assessment of areas Vestavind F, Vestavind B, and Sørvest F is planned to be completed by November this year, while the assessment for the remaining 17 is set to be finalised by June 2025. In March, the government announced that the award of 1.5 GW of floating wind capacity in Norway, which was planned for this year, will be held in 2025. https://lnkd.in/eXiCFBdR

Australia Declares Third Offshore Wind Zone, Initial Area Size Reduced The final area is located at least 15-20 km from Victoria’s coast and covers 1,030 square km, one-fifth of the originally proposed zone. The originally proposed area would have spanned Warrnambool in Victoria to Port MacDonnell in South Australia. However, after community consultations with local leaders, industry and community groups, and raising concerns about environmental issues and cultural heritage, the original development proposal was revised to remove an area of South Australia, according to the government. The initially planned area was intended to accommodate 14 GW of offshore wind power, but the government subsequently scaled it down to a mere 2.9 GW of offshore wind capacity, which could power over two million homes. “This is another step closer to delivering our target of at least 2 gigawatts of offshore wind energy by 2032 and will also help us get to net zero by 2045,” said Victorian Minister for Energy and Resources Lily D’Ambrosio. According to the government, the area will create 1,740 jobs during construction and open 870 ongoing operation positions, such as engineers, laborers, technicians, operators, riggers, divers, and administrators. “The Southern Ocean offshore wind zone has the potential to create thousands of new, high-value jobs and help secure cleaner, cheaper, more reliable energy for regional Victoria,” said Chris Bowen, Minister for Climate Change and Energy. Feasibility license applications for offshore wind projects in the Southern Ocean zone will open from 6 March until 2 July 2024. During that stage, developers will conduct detailed environmental assessments and further consultation, including how the project will coexist with the shipping, tourism, and fishing industries. The zone is one of the six the Australian government is considering for offshore wind development, two of which have already been designated as offshore wind zones: one off the Hunter Valley and one in the Bass Strait off Gippsland. The remaining three zones include the Pacific Ocean region off the Illawarra in NSW, the Bass Strait region off Northern Tasmania, and the Indian Ocean region off Perth/Bunbury. Recently, the government launched a consultation on the final zone off the Bunbury region in Western Australia, which has a potential for 20 GW of offshore wind capacity. https://lnkd.in/d6tVdiv3

"By 2030, the German government wants to have 30 GW of offshore wind turbines installed in its narrow slices of the North and Baltic Seas, up from 8.5 GW today." Today, the government has submitted a legislative proposal for a new Act regarding offshore wind power projects in the Finnish exclusive economic zone (EEZ) to the Parliament. It is proposed that the new Act shall enter into force on 1 January 2025. The new Act aims to resolve current issues related to offshore wind farm projects in the EEZ, particularly concerning the determination of project areas and the selection of developers/operators in compliance with EU State Aid rules. The goal is to promote offshore wind energy in the EEZ. A key objective of the proposal is to ensure that the process for granting offshore wind energy rights is fair, transparent, and predictable.
