It was a pleasure to represent CLEPA - European Association of Automotive Suppliers last week at the 76th session of the UN Working Party on Passive Safety (UN GRSP). ✅ A CLEPA proposal amending UN Regulation No. 17 was adopted. This proposal aims to improve the whiplash behaviour of occupants of smaller stature. This is a first concrete achievement of the ongoing work in GRSP to provide equitable and enhanced protection of a diverse population. 🔋 A major step forward was achieved in electric vehicle safety with the adoption of an amendment of UN Regulation No. 100 introducing robust procedures to assess thermal propagation performances that enable harmonized implementation. 🚗🚚🚌 GRSP discussed the status of the screening of the non-ADS regulations to make them ready to approve automated vehicles by 2026. Interesting exchanges took place on how to ensure that the basic safety requirements of these vehicles are fulfilled in case they are out of scope of current regulations because they do not carry occupants. Last week, I was attending another fruitful #GRSP meeting in the United Nations in Geneva. Several important regulatory proposals were adopted to which CLEPA - European Association of Automotive Suppliers has actively contributed: ✔ A proposal for a new UN Regulation on Safety-Belt Reminders. ✔ A proposal for a new UN Regulation on the Installation of safety belts, restraint systems, child restraint systems, ISOFIX child restraint systems and i-Size child restraint systems. ✔ A proposal for the 10 series of Amendments to UN Regulation 16 which will from now include only requirements for components type-approval. 👉 This is the result of splitting UN Regulation 16 into 3 UN Regulations separating components, installation and SBR requirements. ⚡ An amendment proposal to extend the scope of the UN Regulation 100 to vehicles of O categories with batteries which are charged by the vehicle’s e-axles. This is an important step forward to approve technical solutions developed by the suppliers to reduce CO2 emissions (e.g. battery systems supplying cooling units on trailers). 📃 The Terms of Reference for the Informal Working Group regarding the safety of Children Left in Vehicles (IWG CLIV) were endorsed. 💡 The ECE Road Safety Action Plan 2023-2030 that will contribute to achieving the global road safety target of a 50 percent reduction in road death and injuries was thoroughly discussed. Back again in Geneva for the 128th session of UNECE GRSG (Working Party on General Safety). ✅ It was agreed to extend the mandate of the Informal Working Group on awareness of Vulnerable Road Users proximity in low-speed manoeuvres (VRU-Proxi) to consider potential improvements and to develop a draft regulatory proposal that will enhance the driver's ability to detect vulnerable road users (VRU). 🚙🚌🚛🏍️The Task Force on Automated Vehicle Categorisation (TF-AVC) presented its proposal to amend the Consolidated Resolution on the Construction of Vehicles (R.E.3) and the Special Resolution S.R.1 to include sub-categories covering automated vehicles. 🚦At the start of the week, CLEPA - European Association of Automotive Suppliers also attended the kick-off meeting of the Informal Working Group on Driver Drowsiness and Distraction Warning Systems (IWG DDADWS). It was agreed to develop 2 separate regulations, one for drowsiness and one for distraction. The original series will be delivered by October 2025 and will be closely aligned with the existing EU regulations. By October 2026, it is expected to complete a first amendment to improve the performance requirements. ✔️CLEPA remains committed to advanced vehicle safety technologies and will continue supporting future UN regulations, driving the industry toward a safer and smarter mobility. Oy vey, I called the FMCSA CS number 5/21/2024 to ask whether or not inspections in Canada on US carriers appeared in CSA. I was told, "Yes inspections in Canada are reported to SMS and carriers may do DataQ challenges." 🙄 I also sent an email to the CSA team: Comments, suggestions, and/or questions - Do CVSA vehicle inspections in Canada go into MCMIS? Can carriers do DataQ challenges on Canada based inspections? Does Canada use the FMCSR e.g. Part 393.11 or does Canada have its own safety regulations? The response this AM says: Michael, Thank you for taking the time to submit your questions. Inspections performed in Canada are not included in MCMIS data. For that reason, you cannot use DataQs to request a review on these inspections since FMCSA does not have this information. As for Canadian Federal Requirements, there is information on this subject here: https://lnkd.in/gYe7DtfS CSA Team I will accept the Federal Motor Carrier Safety Administration's CSA team that inspections from Canada do not appear in SMS/CSA. 😉 Happy Hump Day!

Yesterday, IACS had the pleasure of participating in the EU RO’s MR Workshop at SMM Hamburg 2024. During the workshop, Council Chair Roberto Cazzulo and Secretary General Robert Ashdown, elaborated on the role of Class Societies in promoting maritime safety through their various standards for verifying ships’ structures, machinery and electrical and control systems. It was emphasized that Class Societies look at the safety of the ship as whole, not just its component parts, and that the Certification of Materials and Components is vitally important both in ensuring essential components are individually certified for quality and performance and in considering how these individual components interact within a system. IACS also discussed striking the right balance between harmonisation and standardisation, the risks of fragmentation in the safety regime and the benefits of diversity between Classification Societies, enabling them to approach the same safety problem from different angles. 🚦 Highlighting the PACTS Manifesto in CIHT’s Latest Article 🚦 The Chartered Institution of Highways and Transportation (CIHT) recently featured the PACTS Manifesto for Road Safety, discussing its potential to shape UK road safety policy. The manifesto, published earlier this year, lays out key priorities for the government to adopt, including: ➡️ A Road Safety Strategy: Setting measurable targets and performance indicators to monitor progress. ➡️ Adoption of General Safety Regulations: Implementing 15 proven vehicle safety measures already adopted across Europe. ➡️ Road Safety Investigation Branch: Introducing a dedicated branch to investigate fatal collisions and improve systemic safety measures. ➡️ Graduated Driver Licensing: Implementing restrictions for new drivers to enhance safety, particularly for younger road users. This week, OICA participated to the 76th session of GRSP at the Palais des Nations in Geneva. GRSP is a subsidiary body of the World Forum for Harmonization of Vehicle Regulations, governing the construction of vehicles. GRSP focuses on aspects like the resistance to frontal impacts, safety of battery electric vehicles, child restraint systems, etc. At this 76th session, the major outcomes are: - General agreement to contribute to the improvement of provisions against thermal propagation in battery electric vehicles - Whiplash behaviour of occupants of smaller stature: express decision to avoid circumventing designs of the headrests - Review of all regulations under GRSP remit in the view to introducing Automated Vehicles in 2026. OICA is proud to have participated to this successful meeting and thanks the chairs and secretaries for their incessant commitment.
