Understanding the dynamics and resilience of Arctic social-ecological systems to foster sustainable futures # 3.1. Arctic Marine Research Agendas: Who writes the Saga? Arctic Scenario analysis frequently categorizes outcomes into four quadrants – along two axes: governance, and resources and trade. Of the four categories, Arctic Saga, Arctic Race, Polar Preserve, and Polar Lows, the first three reflect outcomes that favor different Arctic scales of interests, while Polar Lows is considered undesirable by most if not all stakeholders and rightsholders as providing neither local stability and quality of life nor global extractive benefits. Who’s “in” and who’s “out” in Arctic planning is a longstanding issue affecting within the marine realm, for example, Svalbard’s identity, the Arctic Council structure and its Working Groups (ie CAFF, PAME), the Polar Silk Road, and the Central Arctic Ocean fisheries policy. The challenge also impacts research agendas. In this multidisciplinary session, we discuss how agenda-setting in Arctic research priorities and funding strategies can affect these outcomes, with a particular focus on the role of academic research driven by actors not directly living or working in Arctic states. We anticipate differences in impact from the natural sciences and social sciences that stem from (1) scale of engagement in Arctic communities and environmental changes from local to global; (2) experience and expectations for transdisciplinary research and/or Indigenous engagement and inclusion needs, including longer research timelines and more diverse research outlets and forms; and (3) funding structures that limit such diversity as well as cross-scale research, amongst other distinctions along disciplinary lines. We illustrate with some background analysis of research communities in non-Arctic states, e.g. France, S. Korea, Japan and the UK.

£8.4M has been awarded to the British Antarctic Survey and the Centre for Polar Observation and Modelling to deliver the next 5 years of their long-term polar science activities. The UK Polar Research Expertise for Science and Society (PRESCIENT) programme provides UK national capability (science, such as ongoing datasets and models, which underpins wider scientific research) to understand the impacts of environmental stressors, such as rising global temperatures on polar marine ecosystems. PRESCIENT will also measure and predict polar ice sheet contributions to global sea level rise and extend and improve measurements of changes to polar sea ice. The funding is part of £101 million investment by the NERC: Natural Environment Research Council, part of UK Research and Innovation, in the UK’s network of leading environmental science research centres to support large-scale environmental observations, modelling and analysis, and research capabilities through innovations in platforms, sensors and data science. Earlier this summer, Dr. Haliehana Stepetin, Ph.D., Assistant Professor for the School of Arctic and Climate Security Studies at the Ted Stevens Center for Arctic Security Studies, was awarded the Nmitqǝn Award for Outstanding Early Career Indigenous Scholar. Presented by the International Arctic Social Science Association (IASSA), this award honors Indigenous scholars for their exceptional community-grounded research deeply rooted in Indigenous Knowledge systems. Reflecting on the honor, Stepetin shared, "Receiving this award was a profound acknowledgment of the importance of Indigenous Knowledge systems in Arctic research. It validates the hard work and dedication of Indigenous scholars and emphasizes the critical role that our communities play in understanding and addressing the unique challenges of the Arctic region." The award, named in honor of the revered Indigenous scholar Victoria Petrasheva, was announced at the Arctic Congress, a significant gathering that included multiple groups such as IASSA. Stepetin was nominated by her peers for her commitment and vision to integrating Indigenous methodologies and Knowledges into her research. "I was genuinely surprised and honored," she recalled. "The award recognizes those who have performed outstanding work grounded in the cultural landscapes and wisdom of their people, and it is a testament to the collaborative efforts within our community." Stepetin’s journey with IASSA began through her work on the Arctic Council, where she served as an Indigenous Knowledge holder and advisor. Her role involved contributing to various working groups and representing the Aleut International Association. "Joining IASSA allowed me to connect with other Indigenous researchers and scientists across the Arctic," she explained. "It has been a platform for us to discuss how to Indigenize the International Conference on Arctic Research Planning (ICARP) and other crucial initiatives." Her work is not confined to academia. As a scholar and cultural practitioner, Stepetin has been instrumental in ensuring that Indigenous perspectives are central to discussions of the Arctic. "Since I left the Navy, my focus has been on making sure Indigenous Knowledge systems are at the forefront of dialogues about our homelands," she noted. "The Arctic is inherently Indigenous, and the Ted Stevens Center supports this vision by prioritizing Indigenous perspectives in all our work." Irrespective of where you are based, or whether you are an academic research scientist, an SME or industry researcher, or if you belong to a citizen science organization, you can apply to have free access to use state-of-the-art research infrastructure from another country to advance your marine and freshwater research and innovation projects. 👉 Sound interesting? All you have to do is apply to the transnational calls for access when the first call opens on November 11, 2024, and explain how your R&I project can combine some of these diverse research infrastructures to address the defined challenges and contribute to healthier and more sustainable marine and aquatic ecosystems. ✅ 🛫 Costs to travel and use this research infrastructure will be covered and all necessary training and logistical support will be provided.
