Last week tunES had a two-day productive meeting in Rome, Italy. Energy Agencies and Technical Support Team gathered to present and discuss identified national problems related to #EPC implementation and development and the set objectives. We improved the first iteration of policy measures during a workshop. The Agencies presented their status of the policy paper. The discussions will help to improve the guidance to be shared publically and feed back into the policy design by each Agency. About us
The tunES project will optimise Energy Performance Certificate (EPC) regulation and integrate it with the Smart Readiness Indicator (SRI) roll-out in 7 national Energy Agencies, representing 132 million citizens and develop guidance for other Member States. The project will yield two major results: - On EU-level, an EPC & SRI practice collection is being openly developed jointly with the NextGenEPC cluster and the SRI cluster. It contains and describes a wide range of practices trialled to improve the efficiency and effectiveness of the instruments. The living document to contribute and regularly updated edited version are available here . Over time, the guide will be extended with the methodological guidance to develop suitable national policies in line with the upcoming EPBD (see below). - On national level, the energy agencies will develop seven national policy measure packages including extensively vetted policy options, with clear impact, stakeholder reaction, and concise actions to set the pathway for the upcoming EPBD transition. The agencies will follow the EU Better Regulation Guideline (BRG) to identify and assess the best policy measures including tools for evidence (practice collection, survey, interview), policy design (problem & objective tree and policy options design) and assessment (impact assessment, iteration, prioritisation, roll-out planning) and continuous stakeholder engagement. Other Member States are invited to follow the project by using the evidence collection and/or applying the methodological guidance and receiving support from the research organisations, forming the Technical Support Team (TST). tunES presents at two sessions at Sustainable Places Conference 2024. We present the #BetterRegulation approach being conducted with national agencies and our practice collection with the #NextGenEPC cluster. The Sustainable Places Conference is an annual conference that aims to foster networking and clustering between multidisciplinary experts, working towards more sustainable places. Representing tunES, Georg Vogt will be a speaker at both workshops on 24 September. The morning session will be dedicated to the presentation of tools for the (smart) energy efficiency of buildings. tunES will present how #BRG Toolbox is used in preparation of 7 national policy measure packages. On 22 May, tunES project successfully hosted the event 'Tuning EPC and SRI. Practices and methods to analyse national challenges'. The discussions on EPC and SRI provided insights into overcoming national challenges in energy performance. At the event, Georg Vogt introduced the tunES approach and the key outputs of the project. Francesca Pagliaro and Manuela Chriti representing national Energy Agencies shared enlightening examples of national EPC Problem Trees. A big thank you to all speakers for their invaluable contributions: roberta boniotti for great introduction of ENEA and Mediterranean Association of national agencies João Cleto for presenting EnR Building Working Group activities and plans in EPBD as well as the SRI2MARKET assessment tool Katarina Kosutova for sharing with us the support actions provided by the SRI support team Andrei Vladimir Lițiu for showing the results on intergation of SRI, EPC and other tools Sara Momi for presenting the SmarterEPC Hub for EPC and SRI professionals. I can only add my part to this perfect post. With tunES we bring in the policy perspective and the implementation of #EPC / #SRI recast in Member States. Since the situations - especially regarding of EPCs - differ between Member States they all face unique challenges which will need slightly different implementation. We collect the practices already trialled and through exchange between energy agencies ensure mistakes are not repeated and opportunities are utilised fully. For this purpose, we deploy a streamlined version of the #BRG (Better Regulation Guideline) on national level. The complementary spirit with SmarterEPC with Cecile Barrere, Inès Elisabeth Kahin and iEPB EU project with Andrei Vladimir Lițiu is a really good experience especially as empirica Communication and Technology Research just joined the long-term SRI effort with a dedicated project. Together, we seek how we complement each other, and we all want the same: make buildings smarter to improve efficiency, comfort and integration with the grid. All contributing to better health, reducing climate impact lifting potential in our enormous building stock.
